This is anticipated toinvolve: Provision oftechnical advice and recommendations for improving existing and/or developing new management frameworks within theLTD; Provision of advice to LTD and PST on additional technical advisory services needed by LTD(including but not limited to traffic adviser, asset management adviser) and to be funded by the Project. Assistance in the day to day management and oversight of consultants contracted under the Project for the design andsupervision of the road maintenance and safety programs; Assistance in the day to day management and quality control(including the Ministry's Material Testing laboratory) of civil works contractors contracted under the Project. This will take theform of direct observation of the civil works contractors as well as working through and with the MOI supervisors directlyresponsible for the works supervision Mentoring and development of the MOI workssupervisors and contractmanagement team to build their capacity, understanding of their role within the MOI structure, and effectiveness in supervisingcivil works contractors and community works.  Thisis anticipated to include a combination of developing technical understanding, and developing appropriate systems and approachesfor use in their supervisory roles (for example, assistance in developing appropriate planning and the reporting documentation forcontractor use; pro-active approaches to supervision); Undertake spot checks of the MOI works supervisors as partof the verification of the quality and actuality of services undertaken; Review and verify all contractor's payments forapproval by the Director of LTD; Submit monthly progress reports to the TSCP Project Manager and Director ofLTD identifying (i) implementation progress of eachcontract, (ii) issues affecting performance of the works, (iii) recommendationsfor improvements; (iv) any other relevant issue or that maybe requested by the Director of Land Transport or TSCP ProjectManager; At thecompletion of each contract, undertake a performance review in association with the Director of LTD andthe TSCP Contracts Manager for submission to the TSCP Project Manager and CEO of the MOI. Consulting Services ?
