Assignment Description: Serbia, which finds itself now as an official EU accession country, is facing multitude challenges and commitments with which it needs to comply in order to secure its membership in the Union. The environmental acquis presents a significant workload of directives and regulations that need to be transposed into the national legislation and also find their way through to implementation. Some of these obligations refer to the quality of air, reduction of emissions, and noise restrictions. The territory of the City of Belgrade/the Region of Belgrade covers an area of 322,268 ha. This administrative territory is divided into 17 city municipalities that represent the geographic scope of the Terms of Reference of Urban Transport Master Plan (Smart Plan) Update and Strategic Environmental Assessment. The Sustainable Urban Transport Plans (SUTPs) are integrated new policy tools that integrate the urban mobility and transport systems into an environmental context while at the same time addressing the economic and social aspects of a city. The SUTPs go far beyond the need to respond to road traffic management and the impact of traffic congestion, but also provide economic and social cohesion through demographic changes that shape the structure of the cities. SUTPs are therefore a valuable tool for overcoming legal, financial, social, and cultural barriers that may hamper the development and implementation of a sustainable urban mobility system. In addition, this kind of plan has become mandatory for many European countries and their cities, making it necessary for all strategic measures for improvement of the urban transport system are supported by a SUTP. The City of Belgrade (the Client) already has a Transport Master Plan of Belgrade called SMARTPLAN. Originally approved in 2008, the SMARTPLAN provides a strategic transport modelling capability for Belgrade with the principal aims of improving the functionality of the transport system, supporting decision-making at both the City and local level, and enabling the preparation of medium-long term investment plans through to 2021, and provides a decision-making framework for scheme priorities. The base year analysis for the model is from 2005. Following the path of European integration, in 2011 the City of Belgrade together with the United Nations Development Programme (UNDP) in Serbia began a process to fold the SMARTPLAN into the wider context of the SUTP. This first phase of SUTP project to provide support to sustainable transport at metropolitan level was finalised in 2013. The second phase of SUTP of Belgrade requires a detailed analysis of current state of urban transport system and setting the scenarios of future development, and establishing priority lines of action. For this phase the City of Belgrade needs to upgrade the existing SMARTPLAN. Completion of the second phase with an upgraded SMARTPLAN will also enable the City to identify and then finance key investments needed to complete the City’s transport network and the related traffic management strategy. The European Bank for Reconstruction and Development (the Bank or EBRD) has approved a loan for the City of Belgrade to finance the costs of Belgrade Public Transport and Traffic Infrastructure Improvement Project (the Project) as currently identified. The EBRD has secured financial assets through the Loan Agreement signed on 17 November 2011 and will finance EUR 57 million, while the European Investment Bank (EIB) is expected to co-finance an equal amount to complete the City’s transport and traffic management strategy. Given the proposal for additional financing from EIB to be approved in the future for Belgrade’s urban transport sector, there is a need to update the SMARTPLAN in order to define the updated set of priorities of intervention. In an EU perspective, the update of the SMARTPLAN will also need to include a Strategic Environmental Assessment (SEA) in line with EU Directive 2001/42/EC. The main objective of this Project is to improve and upgrade the existing SMARTPLAN of Belgrade and develop it on the whole City/Region administrative area, and to create a new Action Plan for the Development of Transport Infrastructure in Belgrade with a strategic impact assessment (SEA). Improving and upgrading of SMARTPLAN should define proposed measures to improve the functioning of the traffic within all subsystems elaborated by the initial SMARTPLAN (road networks, public transport, parking, park and ride, traffic management, ITS, non-motorized transport, traffic safety, etc., as well as the Action Plan of Investments for the Development of Transport Infrastructure in the horizon years of 2009, 2012, 2018 and 2021) which contribute to defining new priorities, keeping or increasing an existing share of public transport within all daily trips, and other measures to be defined. The City of Belgrade therefore seeks to select and contact a consultancy firm (the Consultant) to undertake the following tasks and activities in this regard, inter alia: Analysis of the current situation Development of the traffic forecast model and transport model for defined horizons using the four-step model of PTV VISUM) The preparation of scenario analyses for the development of the city transport system in the areas covered by the existing SMARTPLAN, complying with the European Guidelines for SUTP and the proposed new segments if any Defining criteria for scenario analyses and evaluation Testing of scenarios for time horizons 2021/2027/2033 Selection of the optimal scenario Action and budget plan for investments in transport infrastructure including the identification of measures to be undertaken for traffic functionality improvements Prepare a Strategic Environmental Assessment (SEA) to obtain a set of proposed measures in accordance with the EU Directive 2011/42.EC (the “Assignment”). Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest. Assignment Start Date and Duration: The Assignment is expected to start in Q2 2015 and has an estimated overall duration of 10 months. Maximum Budget available for the Assignment: EUR 400,000.00 (exclusive of VAT). The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed. Funding Source: The Assignment is expected to be funded by the European Western Balkans Joint Fund. Eligibility: There are no eligibility restrictions. Consultant Profile: The Consultant will be a firm or a group of firms with previous project experience in transport planning and studies, and in particular with: at least one transport model preferably including a four-stage multimodal traffic model, with a project value of at least EUR 400,000 (within the period starting from 1 January 2009), for a city with more than 1 million inhabitants; at least one pre-feasibility or feasibility study for an urban transport system, preferably aiming at the selection of alternatives, which included one or more of the following transport modes: light rail, urban-suburban rail, tram and/or metro system (within the period starting from 1 January 2009), for a city with more than 1 million inhabitants. The Consultant shall possess licensed software PTV VISION – VISUM (latest version) and shall confirm this in the Expression of Interest (provide statement on possessing the licence). The Consultant’s expert team is expected to include key experts as follows: Transport planning Team Leader: Senior engineer with experience in metropolitan/suburban level and transport modelling for a city with more than one million inhabitants. Senior engineer for Public Transport with experience in one of the following fields: light rail, urban-suburban rail, metro system within the city of more than one million inhabitants. Transport Economist: Senior expert with experience in financial-economic analysis within the city of more than one million inhabitants. Environmental Expert with experience in provision of SEAs. Senior experts for Transport Modelling, Parking, Traffic Management and Urban Planning. After mobilisation, the team leader should spend a minimum of 5 working days in Belgrade.  This General Procurement Notice updates the original GPN which was published in Procurement Opportunities on 10 April 2012.

The City of Belgrade (the “City”) has received for a loan from the European Bank for Reconstruction and Development to finance rehabilitation of the City public transport and traffic infrastructure. The proposed project has a total estimated cost of up to EUR 57 million.

The project will require procurement of the only one remaining contract for the following works, goods and services:

  • Reconstruction of Slavija Square and pedestrian subway and Boulevard Oslobodjenja and Autokomanda junction

Tendering for the project is expected to commence in the first quarter of 2016.

Contracts to be financed with the proceeds of a loan from the EBRD will be tendered in accordance with the EBRD’s Procurement Policies and Rules. The proceeds of the EBRD loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser’s country.

The scope of works shall include:

Average annual turnover:

The tenderer shall have an average annual turnover as prime contractor (defined as billed works in progress and completed) in the last 5 (five) years, not less than EUR 35,000,000 (thirty five million) equivalent.

Financial capacity:

The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real estate, lines of credit and other financial assets sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated at not less than the equivalent amount of EUR 8,000,000 (eight million), taking into account the applicant's commitments for other contracts.

Experience

The tenderer shall demonstrate experience under contracts in the role of contractor or management contractor for the last 5 (five) years prior to the applications submission deadline.

The tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects, each with a value of at least EUR 15,000,000 (fifteen million), that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.

In addition, the tenderer shall demonstrate that that above or other projects are showing construction / reconstruction of at least 15km of urban roads and 8km of single truck tram/urban railway/metro/LRT infrastructure.

Project Description:

The European Bank for Reconstruction and Development (the “Bank” or the “EBRD”) has agreed to extend a loan to the City of Belgrade (the “City”, “Belgrade”) to finance the costs of Belgrade Public Transport and Traffic Infrastructure Improvement Project (the “Project”). For the completion of the Project, the EBRD is financing the amount of EUR 87 million and the European Investment Bank (“EIB”) may  finance in the future the amount of EUR 57 million, in accordance with the Financial Loan Contract of 17 November 2011 and accompanying Annexes.

The Project will enable the City to finance key investments needed to complete the City’s transport and traffic management strategy including: (i) major renovation of tram tracks in central Belgrade to allow for the new trams to operate on the tram lines; and (ii) rehabilitation of the City’s main roads and extension to secure a better and safer traffic flow in the City.

The procurement of goods and works has been divided into three components, so the construction supervision support is also being phased into three parts.

The first component, which involves the reconstruction of Vojvode Stepe Street, is completed and the supervision services for this component were financed by the City.

The second component will involve the reconstruction of Slavija Square and Bulevar Oslobodjenja Street (which are physically connected) and the third component will be used for the reconstruction of Ruzveltova - Mije Kovacevica Street. This assignment involves phased construction supervision services for the second and third components at appropriate times (Phase 1: Construction Supervision Services for Slavija Square and Bulevar Oslobodjenja Street; and Phase 2: Construction Supervision Services for Ruzveltova - Mije Kovacevica Street).

The construction supervision services for the second phase will be agreed at a later stage and an extension to the original contract issued. No additional overall budget is foreseen to be required for either phase and the budget will be split equally between the two phases. 

Assignment Description:

The Executing Agency (the Client) wishes to engage a consultant (the “Consultant”) to perform the role of Construction Supervisor and Engineer in accordance with FIDIC conditions of contract (the “Assignment”).

Construction works will include complete reconstruction of traffic and other surfaces on Slavija Square, which covers an area of around 15,000 m², and a section of Boulevard Oslobodjenja, from Slavija Roundabout to the Veterinary Faculty (total length of 947 m).

It is envisaged that all construction contracts financed by the EBRD will be based on FIDIC Red Book conditions of contract.

The overall objectives of the Assignment are to:

  • Ensure that the works are implemented on time, according to specifications and within the budget from the works contracts, the Serbian legislative system and regulations and as agreed with the financing authorities; and
  • Act as the Engineer under the FIDIC works contracts (FIDIC Red Book, First edition 1999).

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in May 2016 and has an estimated overall duration of 5 months for Phase I.

Cost Estimate for the Assignment: EUR 900,000.00 (exclusive of VAT), split equally between Phases I and II of the Assignment. Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Client the Assignment may be extended beyond the current scope.

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: Western Balkans Investment Facility.

Eligibility: There are no restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with experience in construction supervision as follows:

  1. Completion (i.e. provisional acceptance and/or defects liability certificate issued) in the past five years (2011-2015) of at least two similar projects of more than EUR 10 million of works each, involving supervision of tram/urban railway re/construction and/or supervision of re/construction of city roads with utilities, implemented under FIDIC Conditions of Contract for Works;
  2. Experience of working in the Western Balkans;
  3. Experience of working on IFI-funded projects.

The Consultant’s expert team is expected to include key experts as follows:

  • Key Expert 1: Team Leader / Chief Resident Engineer / Civil Engineer (Roads) expert
  • Key Expert 2: Resident Engineer / Civil Engineer (Tram/Railways) expert
  • Key Expert 3: Expert in Power Supply and Overhead Catenary Line (“OCL”)
  • Key Expert 4: Traffic management / Road safety audit expert
  • Key Expert 5: Contract Monitoring Manager

Non-key experts are expected to include:

•           Geodesy – surveying expert;

•           Geo-mechanics and geo-technical engineer;

•           Electro-technical engineer;

•           Environmental expert;

•           Social expert;

•           Contract/Claims FIDIC expert;

•           Health and Safety Engineer;

•           Mechanical engineer;

•           Structural engineer;

•           Utilities expert; and

•           Fountain construction expert

Submission Requirements: In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:

1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

The expression of interest shall not exceed 25 pages (excluding CVs Consultant Declaration and Contact Sheet).

The complete expression of interest in English and Serbian (including CVs, Consultant Declaration and Contact Sheet), shall be sent to the Client as follows:

  • One electronic copy in both languages to reach the Client by email not later than 23:59 on Friday 15 January 2016; and
  • One original in English and Serbian, and one copy in English and Serbian, in hard copy, in an envelope marked EXPRESSION OF INTEREST for BELGRADE PUBLIC TRANSPORT AND TRAFFIC INFRASTRUCTURE IMPROVEMENT PROJECT - Construction Supervision Phases I & II, to reach the Client not later than 17:00 on Wednesday 20 January 2016.

One additional electronic copy shall reach the Bank’s contact person by the same due date. The expression of interest shall be one file (pdf). The Client reserves the right to reject applications of firms submitting more than one file. Only if any limitation on the permissible file size is exceeded, the Consultant may split the expression of interest into further files.

Important Notes:

1. Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.

2. The shortlist criteria are as follows:

  1. Firm’s previous experience (2011-2015) of completing at least two similar projects of more than EUR 10 million of works each, involving supervision of tram/urban railway re/construction and/or supervision of re/construction of city roads with utilities, implemented under FIDIC Conditions of Contract for Works - 35%
  2. Firm’s previous project experience of working on IFI-funded projects – 15%
