Request for Expression of Interest (EOI) ForConsultancy Services for the Establishment of a Climate Change DataManagement System, Information Collection and Sharing System
This request for expression of interest follows the update of thegeneral procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigeriannewspapers of 27th September 2012.
As part of Governmentscommitment to transformation of the Nigeriansocio-economy landscape,a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and supportthe people as they relate to theirland. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoraland multi-scale program that targets stateswith acute gully erosion. The project is involving many Federal and State Ministries,Departments and Agencies (MDAs), Local Governments, communities and civil Societies who are responsible for Planning, economy, finance, works, agriculture, water resources, forests, transport, power,emergency responseas well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit ofUS$500 million from the International Development Association (IDA) for the implementation of the Nigeria Erosion andWatershedManagement Project. The Project isto address severe gully erosion problems in the short term, reduce vulnerability to soil erosion and climate variability in themedium term, and promote long-term climate resilient, low carbon development. NEWMAPwill take an integrated watershed management approach to erosion that will address the interlinked challenges of poverty, ecosystemservices, climate change, disaster risk management, biodiversity, institutional capacity and governance
The Federal Project Management Unit (FPMU) of the Nigeria Erosionand Watershed Management Project (NEWMAP) intends to use part of the proceeds of the credit for the recruitment a Consulting Firmfor the Establishment of a Climate Change Data Management System, Information Collection andSharing System.
The assignment has three main objectives and associated parts:
To analyseany existing national framework for climate change information and information sharing with aview to strengthening the agency;To understudyand propose options for a roadmap on developing a national climate change information database;andPropose a model for national centralized data basesystem interface able with otherexisting systems for information exchange and decision making.
The consulting firm will develop a work planand provide qualified and skilledpersonnel in sufficient numbers (inthe three areas of Climatology and Disaster Risk Management; Management Information Systems (MIS), and Financial/EconomicAnalysis) to ensure the completion of thetasks in a manner consistent with the international best practice and standards adopted for NEWMAP.
The consulting firm will be hired for a period of three months.
SUBMISSION OF EXPRESSION OF INTERESTS (EOIs)
Nigeria Erosion and Watershed Management Project (NEWMAP)now invite eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultantsshould provide information demonstrating that they have the required qualifications and relevant experience to perform theServices.
The shortlisting criteria are (i) evidence showing the fields of specialty of thefirm (consultant's profile/brochures) (ii) evidence showing that the firm is a legal entity (certificate of registration), (iii)evidence of registration with relevant authorities and professional bodies. (iv) Evidence showing the technical and managerialcapabilities of the firm in the field of assignment. (v) experience of working in a similar geographicalregion, (vi) Description of similarassignments, (vi) availability of appropriate skills among staff, and availability of essential technology etc.). For each previous project performed, the consultant shall provide the name and contact address of the client (office &e-mail address, and telephone number), date(s) of execution, name(s) oflead and associate firms, contract amount and financingsources.
The attention of interested Consultants (firm) is drawn to paragraph 1.9 of theWorld Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDACredits & Grants] by World Bank Borrowers [January 2011] ("Consultant Guidelines") Please visit www.worldbank.org, setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific informationon conflict of interestrelated to this assignment on information on conflict of interest related to the assignment as per paragraph 1.9 ofConsultantGuidelines.
Consultants may associate with other firms in the form of a joint venture or asub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant Qualification Selection methodset out in the Consultant Guidelines.
