The Lagos State Government through the Federal Republic of Nigeriahas received a credit from the InternationalDevelopment Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project tocover eligible payments under the contract for the following consultancy services: Consultancy Services for the Development of Local Government Transport Plan Units in LagosIsland, Kosofe & Ikorodu LGAs The main objective of this study is to develop a LocalTransport Plans foreach of the Ikorodu, Kosofe and Lagos Island Local Governments. This is concerned with meeting the localtransportation needs of the growing population of the LGAs and would require a holistic and multimodal approach.  The plan would also serve to assist the nascent TPU to demonstrate early impact, providinga platform for its sustainability in the long term. The study would identify some projects, and initiatives such as roadmaintenance, parking plans, provision of new transport infrastructure ? with emphasis on affordable and sustainable non-motorisedtransport modes, managedlanes, bicycle network development, etc., in the 3 Local Government Areas and their corresponding LocalCouncil Development Areas (LGAs/ LCDAs). This Local government Transport Plan would cover a period up to twenty (20)years. The Scope of work shall include amongstother: Data Collection / Surveys:Undertake and/or updateexisting surveys to cover all major links within the local council ? classified traffic counts (manual and/or automatic), roadside interview surveys to obtain Transport Infrastructure andFacilities: Prepare afull description of land, and water transport facilities and services in the local councilPrepare a phased program for investment in transport facilities that is affordableand sustainable, and would support the implementation of the Lagos BRT Lite and BRT Extension. Develop a pedestrian and cycle plan as necessary for each of the LGAs that wouldenhance access to public transport.Estimate the impact ofrecommended transport services and facilities on the environment both individually and collectively.Training of the key staff of the LGA/LCDA Transports Units on the use of the basicconcepts for transport planning.LAMATA now invites eligible consulting firms to indicate theirinterest in providing the aboveservices. Interested consultantsshould provide informationdemonstrating that they have the required qualifications and relevant experience to perform the services. The short listingcriteria are (i) evidence showing the fields of specialityof the firm (consultant's profile/brochures) (ii) evidence showing thatthe firm is a legal entity (certificate of registration), (iii) evidence of registration with relevant authorities and professionalbodies. (iv) Evidence showing the technical and managerial capabilities of the firm in the field of assignment.  (v) Description of similar assignments, (vi) availability of appropriate skills amongstaff, and availability of essential technology etc.). For each project performed the consultant shall provide the name andcontact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead andassociate firms, contract amount and financing sources. The Environmental Assessment Department (EA) is one of the TechnicalDepartments established in the Federal Ministry of Environment at the inception of the Ministry in1999. The Department is chargedwith the responsibility of ensuring that all developmental projects are carried out in compliance with relevant environmental lawsand regulations in order to ensure environmental sustainability. Agenda 21, the blueprint agenda for environmentallysounddevelopment, adopted by Heads of State and Governments, including Nigeria at the historic Earth Summit held in Rio de Janeiro in1992, requires that all countries should conduct Environmental and Social Impact Assessment (ESIA) for major developmentprojects.  This informed the decision of the Federal Government to enact the ESIA ActNo. 86 of 1992 as a demonstrationof her commitment to environmentally sustainable development. Main objective of the Environmental Services The purpose of this proposal is to selectan Environmental Expert Advisory Firm that will coordinate and collaborate with EAD of FMEnv to carry out Environmental ImpactAssessment of the proposed Erosion Control and Watershed Management projects in affected States of Nigeria. Institutional Frameworks The Expert Advisory firm shall work in linewith existing laws and standards or as required by the Environmental Assessment Department of Federal Ministry of Environment andthe World Bank. The Environmental Expert Advisors' office shall be in the FPMU building complex of NEWMAP. The study will be completed in a period of 12 months startingfrom the date of commencement of the contract.
