Consultancy Services for the Strategic Environmentaland Social Assessment
for the Development Corridors of Mueda, Nacala,Zambézia and North- South Corridor(North Section).
The Government of Mozambique (GOM)has received a credit from the World Bank for the purpose of SpatialDevelopment Planing and intends to apply part of this fund to obtainConsultants/Organizations do provide ConsultancyServices for the Strategic Environmental and Social Assessment for theDevelopment Corridors of Mueda, Nacala, Zambézia and North-South Corridor(Northern Section).
The Ministry of Transport and Communicationsinvites interested consulting firms or organizations to submit theirexpressions of interest for the referred Services.
The services to be provided under thisproject and for which this expression of interest are requested comprises theprovision of consulting services for the StrategicEnvironmental and Social Assessment for the Development Corridors of Mueda,Nacala, Zambézia and North-South Corridor (Northern section) which is expected to be procured duringthe first semester of 2015.
Specifically, this consultancy servicewill comprise the preparation of a StrategicEnvironmental and Social Assessment for each of the following Corridors:
TheNorth-South Development Corridor extends fromMaputo to Palma in CaboDelgado Province. It is based on existing and proposedrail routes. Once completed, the corridor will enablerail links with all ofMozambique's neighbors (assuming Mocimboa da Praia-Palma is convertedto rail andextended to Tanzania). The northern and southern sections of the North-SouthDevelopment Corridor will be included in the northern and southern developmentcorridor SESAs, respectively.
The northern section of the North-South DevelopmentCorridor runs as follows: Nhamayábue-Mutuáli (proposed rail), Mutuáli-Ribáuè(existing rail, Nacala line), Ribáuè-Mocimboa da Praia (proposed rail) and Mocimboada Praia-Palma (road). This section overlaps parts of the Mueda, Nacalaand Zambézia Corridors,and, runs through three provinces (Zambézia, Nampulaand Cabo Delgado) and 14 districts and would connect seven municipalities.
The population of these districts andmunicipalities is 3.2 million. The largest population and economic centers onthis section of the corridor are Morrumbala, Milange, Guruè, Ribáuè andMontepuez.
These SESAs willbe used to support as part of the Spatial Development Program, theunderstanding of priority environmental and social considerations in thepreparation of Spatial Development Initiative pre-feasibility studiesofpossible investment projects within these development corridors.
The Ministry of Transport andCommunication now invites eligible consultants to indicate their interest inproviding the above-mentioned services. Interested consultants must provide information indicating that they arequalified to perform the services (brochures, description of similarassignments, experience in similar conditions, availability of appropriateskills among staff, etc.). EOIs shouldbe brief (20 pages maximum) and clearly and succinctly describe the applicant'sexperience and competencies to carry out such a consultancy.
Evaluation of the Expressions ofInterest willbe based on the Consultant's: a) generaland specific experience in performing Strategic Environmental Studies; b) Experienceworking in similar conditions, and c) quality of available staff to carry outthe assignment. Consultants may associate to enhance their qualifications.
A Consultant will be selected inaccordance with the procedures set out in the World Bank's Guidelines: Selectionand Employment of Consultants by World Bank Borrowers, edition of May2004 andrevised in October 2006, May 2010 and January 2011.
