In Port Moresby, UN Women works with the National Capital District Commission (NCDC), market vendors association, Road Traffic Authority and PMV Association to implement the Safe City and Safe Public Transport Programme.The Port Moresby Safe City Programme key partner is the NCDC, which is responsible for managing the city’s markets. UN Women has been working with NCDC to strengthen its strategic, functional, and operational management of the markets – focusing on procurement processes, revenue collection, contract management, strategic and annual planning, budgeting, and human resource management. NCDC has committed to undertaking a range of reforms including policy and regulatory reform and restructuring of the Markets DivisionThe Safe Public Transport Programme works closely with duty bearers, including public transport providers, to prevent and respond to Sexual Violence against Women and Girls (SVAWG), and other forms of VAWG in and around public transport. Through this partnerhip, UN Women has supported a number of tailored trainings with PMV Association to increase awareness on women’s safety and security on public transport and encourage PMV owners, drivers and crews to respond and take action against acts of violence against women and girls when accessing and travelling on their buses. Since its inception, PMV association has been allocated an office space within Department of Transport, however it has not come into full operation due to funding challenges. In a recent Gender and Transport Study, the lack of PMV Association having an effective voice has been identified as a major setback for their engagement with Road Traffic Authority (RTA) for it to fully perform its operational function. Creation of an effective voice for the PMV owner/operators through a strong PMV association is seen as a critical component of the professionalization and reform of the public transport system.UN Women requires the services of an experienced and effective Organizational Strengthening and Mentoring service provider to work with UN Women partners, NCDC and PMV Association. BACKGROUNDUN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.Building on over 40 years of sustained efforts undertaken by women’s organizations, grassroots, international networks, local governments in cities around the world, UN Women launched the Safe Cities and Safe Public Spaces Global Flagship Initiative. This initiative translates to the Safe Cities Free of Violence against Women and Girls Global Programme, currently implemented in 22 cities, to prevent and respond to sexual harassment and other forms of sexual violence against women and girls (SVAWG) in public spaces.The Port Moresby Safe City Programme (herein referred to as the Programme) is focused on working with city authorities, civil society partners and vendors in making markets safer for women and girls. A scoping study carried out in 2011 found that a large proportion of market vendors, who are mostly female, have experienced or witnessed some form of sexual violence at the markets in Port Moresby. In 2015, the Safe Public Transport Project was initiated to address high reported cases of sexual harassment on and around public transport system. The Safe Public Transport Programme specifically intends to support the provision of safe, reliable and affordable public transport that enables women, youth and children to move freely and safely around Port Moresby.The Programmes engages a comprehensive and holistic set of strategies to high rates of violence against women and girls, including policy advocacy, capacity development, gender-responsive urban planning and engaging with communities to change social norms. Part of the strategy is to engage with media personnel to enhance awareness of journalists and presenters to the various dimensions around the reporting of stories on gender-based violence. Media portrayal of such issues play a role in shaping popular attitudes and opinions, and can be catalytic in changing social norms on the power balance between men and women in PNG. Rationale:As part of the holistic approach to addressing high rates of violence against women and girls in Port Moresby, the Safe City Project is seeking engage a consultancy firm to develop a curriculum for GBV reporting, to be delivered to media students and practitioners. This consultancy provides an opportunity for media personnel to engage on the topic and to explore ways to change social norms to eliminate violence through media representation. OBJECTIVESThe key objective of the develop a curriculum covering the various dimension of reporting on GBV, to be delivered to media student, practitioners and other communications personnel, to promote GBV reporting that upholds the dignity and security of survivors while challenging values that normalise violence against women and girls. KEY TASKSTime frame and percentage are indicative of the timing and spread of work load in each task. Dans le cadre de la promotion des personnes handicapées en Guinée, le PNUD met en œuvre sur fonds propre, pour l’an 2019 un projet intitulé « promotion de l’inclusion des personnes vivant avec handicap au travers de l’accès à des financements novateurs ». L’une des activités de ce projet porte sur l’appui technique aux bénéficiaires ayant des projets d’entreprise.Par ailleurs, le PNUD en collaboration avec les principaux acteurs concernés, notamment la Banque Centrale de la République de Guinée (BCRG) et Afriland First Bank a mis en place un Cadre de Concertation (CC) entre les différents acteurs de la finance inclusive et envisage de tester et mettre à échelle des modèles de partenariats innovants, de partage et de mutualisation des risques. Pour tester les modèles proposés, des promoteurs sont encouragés à élaborer et soumettre au CC, des projets ou d’idées de projets dans les différents secteurs porteurs de l’économie nationale. Le CC mis en place se réunit chaque 2 mois et est adossé à un Comité Technique de Suivi (CTS). Ce dernier tient des réunions mensuelles et est chargé notamment d’examiner les projets soumis au CC et de formuler des recommandations pertinentes pour l’amélioration de leur et la réussite de leur mise en œuvre.Parmi ces projets validés par le CC, figure celui de M. The consulting services ("the Services") include collection andanalysis of data about social and economic indicators and transport behavior. Implementation period is six (6)months. The Department of Works now invites eligible consulting firms("Consultants") to indicatetheir interest in providing the Services. Interested Consultants should provide informationdemonstrating that they have the required qualifications and relevant experience to perform the Services. Consultantsshould haveexperience in applying statistical theories and techniques of sampling, socio-economic data collection and analysis, particularlyin road/infrastructure related projects. The Consultants should provide evidence of experience in designing andimplementing socio-economic impact surveys and/or assessments, including baseline and follow-up surveys, applying appropriatemethodologies in the field, analysis of quantitative and qualitative data (including focus groups), design of databases, andcommunity engagement. La Guinée regorge de ressources naturelles abondantes et diversifiées. Au plan agricole, le pays dispose de 6,2 millions d’hectares de terres arables, dont seulement 26% cultivés, avec une pluviométrie annuelle variant entre 1200 mm et 4000mm. Dans le domaine minier, les ressources sont constituées de la bauxite, du fer, de l’or, du diamant etc. A cela s’ajoute un potentiel hydroélectrique estimé à environ 6000 MW pour une énergie annuelle garantie de 19.300 GWh, à même de favoriser l’industrialisation du pays.Cependant et en dépit de ces potentialités, la Guinée reste parmi les pays les moins avancés, avec un PIB/habitant de l’ordre de 500 dollars et un Indice de Développement Humain (IDH) évalué à 0,392 (RMDH 2014), ce qui place le pays au 179ème rang sur 187 pays à l’échelle mondiale. En outre, plus d’un guinéen sur deux (55,2% en 2012) vivent en dessous du seuil de pauvreté, l’espérance de vie (56,1 ans en 2013) reste en deçà de la moyenne des pays africains au sud du Sahara (56,8 ans) ; tandis que le taux de scolarisation au niveau primaire était estimé à seulement 57,8 % en 2012.C’est dans ce contexte qu’est intervenue l’épidémie à fièvre Ebola, qui a été officiellement déclarée en mars 2014. En plus des nombreuses pertes en vies humaines (3.351 cas de contamination confirmés et près de 2.183 décès confirmés), l’épidémie a mis à mal l’économie et les moyens de subsistance des populations, notamment dans les zones les plus touchées. En 2014 et en 2015, la croissance du PIB en termes réels s’est limitée à 1,1% et à 0,1% respectivement.. Au plan social, l’impact de l’épidémie s’est traduit par une baisse sensible de la production agricole et des activités économiques connexes (commerce, transport), à laquelle il faut ajouter des nombreuses pertes d’emplois ainsi qu’une baisse drastique de la fréquentation des services sociaux de base, notamment la santé et l’éducation. En 2014, la fréquentation des structures de santé a enregistré un recul de 20% pour les accouchements assistés et 25% pour les consultations prénatales.Les conséquences économiques et sociales de l’épidémie furent aggravées par l’état de fragilité du pays, traduite par, d’une part, les faibles capacités de l’Etat, notamment le système sanitaire, pour faire face à l’épidémie (dépistage tardif et près de 2 ans après l’apparition de la maladie, le pays peine encore à se débarrasser du virus) et, d’autre part, la vulnérabilité de l’économie par rapport aux restrictions des échanges avec l’extérieur. D’où l’enjeu d’inscrire la résilience au cœur des politiques de développement, y compris dans le contexte de la relance socio-économique post-Ebola. Conformément au PNDES, en plus d’un développement économique et social soutenu et durable, l’enjeu est d’assurer qu’il soit inclusif, porteur d’un développement humain durable, mais également résilient face aux divers chocs potentiels.L’initiative d’élaborer un Rapport National sur le Développement Humain (RNDH) sur le thème « Fragilité et développement humain durable » vise à contribuer aux débats sur les politiques nationales de développement, notamment dans le contexte de relance post-Ebola et de l’atteinte des ODD conformément aux options de priorisation et d’alignement retenus dans le PNDES.La préparation du RNDH 2016 intervient également au moment où la Guinée s’engage à lancer la mise en œuvre de l’Initiative New Deal pour la consolidation de la paix et le renforcement des institutions de l’Etat dans les pays dits fragiles, à travers ses 5 objectifs stratégiques dans les domaines politique, de sécurité, de la justice, des fondements économiques et de l’accès aux revenus et aux services.
