1. The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (“MONUSCO), seeks Expressions of Interest (EOI) from duly registered and licensed companies for the Airport Ground transport Equipment in Democratic Republic of Congo 2. MONUSCO will undertake a competitive bidding exercise shortly and accordingly intends to issue an Invitation to Bid (ITB) to those companies who would express their interest and provide initial relevant information demonstrating their ability to fulfill MONUSCO requirements. In addition, the interested companies will be requested to complete a MONUSCO Vendor Registration Form (new vendors only) on www.ungm.org on level 1. A detailed Scope of Works (SOW) will be provided to companies short listed for receipt of the Request For Proposal (RFP) documents. 3. The EOI should specify relevant information about the company including the company’s profile, capacity/capability and experience. Vendors will be shortlisted based on their ability to provide the relevant documents showing that they are authorized to undertake business in DRC, and an indication of having done similar works within the last twelve (12) months (if any). Interested vendors must provide the following documents with their response: - copies of the registration certificate and license(s) of the company 4. Please note that this request for EOI is not an invitation for submission of a bid. 5. MONUSCO reserves the right in selecting the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities and mere submission of an EOI would not automatically warrant receipt of the (RFP) documents. MONUSCO reserves the right to reject EOIs received after the deadline indicated below. 6. La Mission de l'Organisation des Nations Unies pour la Stabilisation en République Démocratique du Congo (MONUSCO) sollicite des manifestations d’intérêt de la part des entreprises dûment enregistrées et autorisées pour Matériel de la manutention du sol en Republique Democratique du Congo. 2. MONUSCO entreprendra un exercice d'appel d’offres (RFP) et établira un document de sollicitation aux sociétés qui auront exprimé leur intérêt et auront fourni des informations pertinentes initiales démontrant leur capacité à satisfaire les exigences de la MONUSCO. En outre, on demandera aux sociétés intéressées de remplir le formulaire d’enregistrement des fournisseurs sur le site www.ungm.org (seulement pour les nouveaux fournisseurs) au "niveau 1". Les spécifications détaillées seront fournies aux sociétés présélectionnées pour la réception des documents de sollicitation. 3. DRC has received financial support from the Governments of Germany and Australia and the European Commission to undertake a Low Emission Capacity Building (LECB) project from 2012 to 2015. The project aims at strengthening national technical and institutional capacities to facilitate greater alignment to low carbon development pathways without compromising national vision for rapid development. The LECB project is being implemented by the Ministry of the Environment, Nature Conservation and Tourism as the implementing partner and UNDP as the Executing Partner. The project is expected to build on the on-going efforts in-country on low carbon development and further consolidate the readiness of the country to implement effective greenhouse gas (GHG) mitigation actions. However mitigation capacities are lacking in the country, and an international consultancy is required to lead on the technical elements of the design of the two NAMAs and the LEDS so that DRC can ensure a high-quality result and a greater chance of attracting additional finance – with the expectation that such funds would support future capacity building efforts.   The following are the four outcomes of the DRC LECB project: 1. Improved system for preparing national emission inventories. 2. NAMAs formulated in the sectors of Agriculture and Energy that reflect national development priorities 3. MRV for NAMAs formulated 4. NAMAs framed in a Low-Emissions Development Strategy (LEDS) As part of the capacity development process under the LECB project, in 2013, two sectoral working groups identified 33 potential NAMA ideas in the priority sectors of agriculture and energy (including buildings, transport, industry, and waste). Four areas have been prioritized for NAMA development: (a) renewable energy; (b) energy efficiency; (c) recycling and managing waste; and (d) organic agriculture and/or no till agriculture. Additionally, DRC was successful in raising additional LECB funds to elaborate a LEDS; this work will commence in January 2015 with a completion date of December 2015.It should be noted that DRC already has a REDD+ Implementation Strategy that covers the forestry sector. The LEDS will build upon the 33 potential NAMAs identified under the LECB project in the sectors/sub-sectors of agriculture, energy, transport, buildings, waste, and industry.

1.1 UNPD Regional Procurement Office (RPO), on behalf of MONUSCO hereby invites qualified vendors to submit their Expression of Interest for the provision of Taxi Services at Entebbe Support Base (ESB) for the contract period initially of 1 year with the option to extend for two additional 1 year periods. In general terms, the successful Contractor shall provide Taxi services on as-and-when required basis. 1.2 MONUSCO will require taxi services for official business only in a number of ways including, but not limited to, travel to and between UN premises, the international airport, authorized hotels or any other destination as per the individual's request. 1.3 The Contractor shall provide, as a minimum, vehicles, including buses, as follows: • Right hand drive • Varying seating capacities + driver • Year of manufacture no less than 2006 • Type of fuel - Diesel or petrol. • Passenger and Driver’s seat belts • Fully functioning Air-conditioning 1.4 The successful Contractor shall be responsible for providing all necessary Personnel and Equipment required for satisfactory performance of the services to ensure uninterrupted service to MONUSCO. In addition, the Contractor shall be responsible for the provision of fuel and lubricants during each rental period as well as buses’ cleanliness, repairs and maintenance. 1.6 All vehicles provided under the Contract shall have a road worthiness certificate and/or will undergo a road worthiness test conducted by sanctioned UN personnel or agents; and a valid third party insurance coverage for the duration of the Contract, subject to verification by MONUSCO Transport section. 1.7 MONUSCO will not be liable for any legal matters should circumstances arise as a result of transporting unauthorized passengers/cargo during the taxi service; MONUSCO will not be responsible for circumstances that may arise should private arrangements be made between drivers and personnel/staff that have not be authorized by MONUSCO Transport representatives. 1.8 The Contractor shall be responsible for the provision of fuel and lubricants during each rental period. 1.9 Payments will be made within 30 days from the receipt of the invoice, subject to verification and certification of invoice(s). 2. The port of Brazzaville is a main link in the transequatorial transport chain. It is the point of connection between the Océan Congo railway company (CFCO) and the river network, serving the north of the country, the Central African Republic, south-east Cameroon, south Chad and the Democratic Republic of the Congo. Since the 1980s silting has been taking place along the bank of the port and is getting worse each year. 1 of the possible reasons for this silting is the opening of the M'Bamou canal, which enables the flow of the Congolese arm of the river to fork upstream of the port. The M'Bamou canal did not exist prior to the 1960s. At that time, the port never suffered from silting.
