  COMBINED SYNOPSIS/SOLICITATION            This is a combined synopsis/solicitation ("synopsitation" hereafter), which is expected to result in award of a Fixed-Price contract for commercial items, i.e., printed circuit board cleaning and defluxing system, as described under the attachment titled "Minimum Specifications". The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial item procurement using Simplified Acquisition Procecures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government intends to procure permanent electronic and print access to ProQuest CSA METADEX materials for the AFRL Research Library. NAICS: 519130, FSC: 7630, SIZE STANDARD: 500 employees. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This synopsis is being published for informational purposes only. The proposed source is ProQuest LLC. The proposed action is to acquire electronic and print access to the ProQuest CSA METADEX materials for option 1 January 2015 - 31 December 2015. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Air Force. The Government will consider any responses received within 5 days of issuance of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
