RMBC are looking to put in place a framework agreement for the purpose of procuring printed material which meets the needs of the Authority and its customers.

RMBC currently has two main methods of procuring printed material, either through a framework agreement or via the internal print department.

‘Overflow Printing’ consists of printed goods usually of medium to high quantity and of a recognised high specification/quality level, which even with the modernised machinery within the internal printing department, could not or would not be produced internally as part of best practice and value for the authority.

The internal Print department and design studio act as a brokerage and corporate branding service for and on behalf of the authority for overflow printing services.

RMBC expenditure on Overflow Printing is estimated to be GBP 60,000 per annum.

However this does not carry any guarantee of turnover and any estimated volumes of business are indicative and may vary upwards or downwards depending on actual future needs.

The framework will be let for an initial period of 12 months with the option to extend for a further 3 years, each on a year by year basis.

Rotherham Metropolitan Borough Council has a requirement to identify and appoint a suitably qualified and experienced contractor to supply Electoral Materials as detailed within the specification. The total estimated contract value excluding VAT over the duration of the contact is GBP 596 000 which is ~ GBP 149 000 per year. However, this does not carry any guarantee of turnover and any estimated volumes of business are indicative and may vary upwards or downwards depending on actual future needs. The Contract shall take effect on the commencement date and (unless it is otherwise terminated in accordance with its terms or it is otherwise lawfully terminated) shall expire at the end of the period as set out in the award letter. The Contract is expected to commence on 1.12.2016 and will be for a period of four years until 30.11.2020. RMBC are looking to put in place a framework agreement for the purpose of securing value for money whilst also providing an envelope provision which meets the needs of the Authority.

The successful supplier will be required to provide a quick turn around and be able to accommodate quick unscheduled deliveries to sites in the Rotherham Borough.

The supplier will need to have an understanding of environmental issues and have carefully considered sustainability in the preparation of the envelopes that they are involved with.

The framework will be let for an initial period of 12 months with the option to extend for a further 3 years, each on a year by year basis.

It is estimated that the total spend to be directed through this agreement will be in the region of £27k per annum. However, this does not carry any guarantee of turnover and any estimated volumes of business are indicative and may vary upwards or downwards depending on actual future needs.

Rotherham MBC is inviting bids from qualified provider(s) to supply Personal Protective Equipment, Clothing, Foot wear, First Aid and associated goods.

The goods may include any of the following;

 

  • Personal Protective Clothing:- Clear Disposable Aprons, Disposable Hats, Coveralls, Safety Helmets, Baseball Caps, Body warmers, Bomber Jackets, Coats, Fleece Jackets, High Visibility all in ones, vests, jackets, overalls, Polo -T-shirts, Shirts, Sweatshirts, Tabards, Tunics, Trousers (all with varying sizes and applications) the potential provider(s) will need to have the facility to Corporate brand some of the above, either by embroidering or heat sealed printing.
  • Personal Protective Footwear may include Overshoes, Safety Boots, Shoes and Wellingtons with a variety of sizes and protection requirements, soles, chemical, water or protected caps, heels etc...
  • Personal Protective Equipment may consist of Face Masks, Ear defenders, muffs and plugs, Safety eye shields, goggles and glasses, Gloves (Latex, Nitrile, Household, Gauntlet, Rigger and Thermal) various sizes and applications, Knee Pads and any other associated products.
  • First Aid requirements may consist of First Aid Kits and Refills.
  • The potential provider(s) will need to demonstrate quality and accurate advice on the full range of clothing, foot wear and equipment as regards to its practical use and any health and safety related issues.

 

Details will be supplied to the shortlisted suppliers within the Invitation to Tender document.

 

 The annual expenditure is in the region of 180,000GBP, but this cannot be guaranteed in any one year during the term of this contract.

 

The contract will be awarded initially for a period of 1 year, this will be reviewed on a year by year basis subject to satisfactory provider performance and extended accordingly at the sole discretion of RMBC (maximum term of the agreement is 4 years)

 

Rotherham MBC reserves the right to award the agreement to one or more service provider if required.

 

Tenderers should be aware that although the contracting authority for the purposes of this procurement is Rotherham Metropolitan Borough Council, one or more of the other 22 Local Authorities within the Yorkshire/Humber Region and all other Local Authorities in the United Kingdom (collectively described in this ITT where the context requires as “the Contracting Authorities”) may choose to access the concluded contract subject to the capacity of the tenderer, without creating any obligation on behalf of any of them to do so.

Where any of the 22 Local Authorities within the Yorkshire/ Humber Region or other local authorities in the United Kingdom elects to do so a legally binding contract shall be created between the Contractor and that Local Authority on the terms and conditions contained herein”
