We are seeking external interest from printers to be included within a framework agreement to quote for the printing of various projects design by the Council's Communications Team. This includes corporate publications, such as the council newspaper (Clackmannanshire View) and staff magazine (Grapevine). Also leaflets, flyers, posters and banners publicising services. As and when a requirement for print arises Communications will provide the appointed Contractors with an appropriate specification for that particular job and a deadline for delivery. The Contractor will be required to quote a price, a guarantee that they can meet the deadline, or a turnaround time if there is not a specific deadline. Communication's decision on whom to award the order to will be based on price, turnaround time offered and the ability to undertake that particular job within the required timescale. It is not possible to forecast in advance how much business you are likely to receive, as future demands are not yet known. As a guide, the overall expenditure on print services through the Communications Team is in the region of 43,000 GBP per annum. This is an indicative figure only and no guarantee is given with regard to the Council's overall uptake of any resulting contract. This contract will run for a period of 36 months with an option to extend for a further 12 months. Some of the Council’s printed matter may be politically sensitive or may be subject to a press embargo. In such circumstances the printer must take all possible steps to ensure that relevant material is kept secure. The range of offset litho print required includes the following: Leaflets Posters Folders Booklets Varying sizes will be required. Full colour digital/large format short-run full colour work will include: Leaflets Posters Folders Banners Display Graphics Display Stands Internal and external signage The Council fully supports the use of the national collaborative framework agreement for Supported Factories and Businesses which has been established to provide products and services to the Scottish public sector. in this case Lot 4 Signage. The council will use in the first instance the Haven Sign Factory for our requirements, however there may be incidences out with their capabilities that we require other suppliers. Business Stationery includes: Letterheads Compliment slips Business cards Application Forms NCR pads Clackmannanshire Council wishes to create an “approved list” of printers who, between them, have the capacity, resources and range of skills to provide printed matter ranging from letterheads and single sheet leaflets up to large multi-page brochures, display graphics and banners. It is likely that this list will include between 8 and 12 printers. It is anticipated that the Framework will start in October 2015 and will run for a period of 36 months with an option to extend for a further 12 months. There will be formal reviews on an annual basis to allow for: a) deletion of contractors that have performed badly or who no longer satisfy the original selection criteria. b) deletion of contractors that no longer wish to be considered for Council printing work c) Feedback from clients on the performance of each printer used. Background Contractors will be required to produce print, often at short notice, to the specification provided by the Communications Team and deliver the printed goods to the person at the premises specified in the Purchase Order. The tender is based on lots which represent a range of recurring requirements. When varied requirements arise during the Framework period each supplier that is party to the Framework will be sent a Request For Quote (RFQ) for each piece of work. The RFQs will be sent electronically to all Framework members at the same time. This will be done via email.
