Up to nine units in varying sizes (12 ft x 10 ft; 12 ft x 20 ft; and 24 ft x 50 ft) in plan area are required. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Bidders must be able to demonstrate that their system of Structural Insulated Panels has been applied successfully in at least one installation, for a minimum of one winter. Bidders must be willing to share in confidence the interior details of construction for their Structural Insulated Panels so that verification of the claimed R value can be made by Natural Resources Canada. Any interested supplier must demonstrate by way of a statement of capabilities that its product/system meets or exceeds the following requirements: o Components for each structure required include, but are not limited to the following, and where use of metallic fasteners is kept to an absolute minimum and are of a grade of material known to be non-magnetic: o Raised raft structural foundation to be made of wood products, light weight load pads to support buildings on permafrost, and an engineered anchoring system to secure buildings for high wind loads, are to be included. o Horizontal structural insulated panels that form an insulated sub-floor and insulated ceiling system. Floor and ceiling panels are to be identical to the maximum extent possible in order to reduce part count. o Vertical structural insulated panels that form an insulated wall system shall consist of a minimum number of designs (one without a window, one with a window assembly, and one with a door assembly). All panels are to be interchangeable with others of the same kind to maximum extent possible. o Sloped panels with a compliant but walk able upper surface that forms a generously sloped roof profile. Roof finishing must be of such material appropriate for easy handling in the cold and of long life in harsh conditions. Roof materials shall be replaceable in the field without removing the entire roofing system from the structure. o A set of double (in series 36 x 80 inches nominal) door assemblies mounted in a common frame. All materials to be non-magnetic. o A set of double pane window assemblies (minimum 6 sq ft window glass per assembly) with robust security film applied to outer glass surface. All materials to be non-magnetic. Window assemblies are to be designed to be shipped loose and to be easily installed in the field. o Structural Insulated Panels shall be designed to achieve a minimum R-50 performance under real world conditions with panel thickness not to exceed 12 inches. All joints are to contain seal elements that will maintain building air tightness. o All panels shall be capable of being lifted into place by hand using no more than four persons without the use of scaffolding or a crane. o Building interiors shall preferably be a clear span with 8 ft usable height to accommodate equipment. Panels sustaining damage after installation must be removable and replaceable without violating integrity of the building system. o Structural Insulated Panels shall be manufactured in factory using appropriate adhesives, dimensionally stable wood products, high performance insulation materials, and interior/exterior finishes chosen for outstanding durability and cold weather performance. o Durable, non-magnetic and maintenance free surfaces shall be factory applied to exposed exterior and interior building surfaces. The use of field applied flashings, battens, gaskets and seals shall be minimized to the greatest extent possible, and shall be easy to inspect and replace under non-ideal conditions. o Interlocking floating floor, of durable non-slip factory applied finish, shall be provided for installation on top of structural floor panels. o Building system is to be adjusted for the elimination of the sub-floor for buildings destined for New Brunswick to allow for walls to bear on a foundation. o Building system is to be adjusted to allow the stacking of two 12 ft x 10 ft buildings in Alert, with anchoring, with specific attention to wind loads being considered once buildings are finished. 4. This procurement is subject to the following trade agreement(s): o Agreement on Internal Trade (AIT) o World Trade Organization - Agreement on Government Procurement (WTO-AGP) o North American Free Trade Agreement (NAFTA) 5.
