Elections Canada (EC) requires high-speed, high-volume, just-in-time reprographic services to support electoral events. Although many requirements may arise, the requirement currently consists of the reproduction under Scenario A (as defined in section 5) of the following maps and documents (estimated quantities): • 340,000 square feet of large PD maps (B&W) • 50,000 square feet of large PD maps (colour) • 370,000 copies of PD documents / 8½"x11" (B&W) • 9,550 copies of small PD Maps (B&W) The polling division maps and documents are updated continually, so they must be printed as close as possible to an electoral event. An election announcement stipulating a vote in 36 days can be made with no warning; hence, the polling division maps and documents must be obtained and processed ahead of time. The printing, collation and packaging must be completed and received at the EC facilities in Ottawa and/or Gatineau within 7 calendar days of official notification of requirement.

Background: Elections Canada (EC) is an independent, non-partisan agency that reports directly to the Parliament of Canada. EC is mandated conduct federal general elections, by elections and referendums, administer the political financing provisions of the Canada Elections Act, monitor compliance and enforce electoral legislation. To fulfill the above mandate, EC maintains the List of Electors (names and addresses of electors), and Voter Identification Card mailing labels and during an Electoral Event (General Election, By-Election, or referendum), and makes those lists and labels available to key stakeholders in print format. Description: EC has a requirement to print copies of the List of Electors and Voter Identification Card mailing labels (optional requirement) for both General Elections and By-Elections 338 Electoral Districts (ED) in Canada. The objective is to put in place a Contract with a printing company that has proven experience in providing services outlined in Annex “A” – Statement of Work (SOW). A General Election and By-Elections announcement stipulating a vote in 36 days (minimum) can be made with no warning and the LOE’s and VIC mailing labels must be printed, packaged and shipped within five calendar days. The first lot must be ready for shipment within two days of the notification. The last lot must be ready for shipment within five days of the notification from EC. The Bidder must be capable of meeting this service time requirement, with adequate excess capacity to meet their day-to-day commitments and ensure a large margin of redundancy to deal with delays caused by equipment problems or other delays. Kick off meeting and site visit are mandatory to this requirement. Optional Requirement Elections Canada has an optional requirement for the printing of VIC mailing labels as described in Part III of the SOW. Period of the Contract: The Contract period will be from the Effective Date of the Contract up to and including March 31, 2016. Requirement Description  Canada would like to enhance the security features of the ePassport book, and is initiating the procurement process to be able to design and be ready to print new secure passport books in approximately five years. The delivery of a secure ePassport that will reduce the risk of tampering and identity fraud is a key component of Canadas mandate. By having stronger features to support identity and other checks, secure ePassports reduce the risk of other countries putting visa requirements on travelers. Canada is therefore exploring the possibility of moving to an all pigment based inkjet personalization process, UV curable inkjet printing or a laser engraved polycarbonate data page. Canada will not explore dye diffusion thermal transfer, dye sublimation, toner or other personalization technologies.  This is projected to be a complex multi-yearrequirement composed of closely linked components. After gathering and reviewing the industrys comments and recommendations, there may be a possibility for Canada to initiate a second RFI process.   Canada has identified the following as components required for the production of the next generation ePassport:  - Passport books incorporating a microchip and antenna array; - PKI environment (Certificate Authority, Document Signer, Links to International Civil Aviation - Organization Public Key Directory);  - Personalization of passport books by one of the processes described above; - Encoding Solution; - Interfaces between the different components of the solution; - Quality Assurance / Quality Control equipment and/or services; and - Passportbook design.  Canada is seeking a contractor to provide the full suite of products, services and technical support required to retrieve passport applicant information from the Passport Programs internal passport issuance system and personalize both the ePassport book and the embedded chip. Product Requirements Freestanding height adjustable desk/tables leg components to be provided raw (ready to paint) metal or already painted (powder coated or lead free, alkyd baked enamel that complies to CAN/CGSB 44.227 2008 paint finish testing section 5.  Height adjustment must be continuous and should be crank, counter balance, torsion or gas assisted or electrical.  Freestanding height adjustable desk/tables leg components must at least accommodate a work surface depth of 610mm (24) and a width ranging from 762mm (30) to 1524mm (60).  Height adjustability must accommodate sit/stand range (the primary surface must be capable of a height adjustment of 710mm to 1040mm (27 to 41 in.).  Counter balance, torsion assisted height adjustable legs must have a mechanism to adjust the assistance according to the load on the work surface.   If Electrical Freestanding height adjustable desk/tables leg components are offered, electrical controls must be certified to be compliant with CSA C22.2 No 203.  Offeror must provide all work surfaces drilling pattern drawings.
