International Trade Facilitation Specialist Lao People's Democratic Republic Ministry of Industry and Commerce Second Trade DevelopmentFacility Project ID No: P130512 REQUEST FOR EXPRESSIONS OF INTEREST International Trade Facilitation Specialist The SecondTrade Development Facility (TDF-2) is a multi-donor program financed by Australia, the European Union, Germany, Ireland,USAID and the World Bank focusing onimproving trade and privatesector development in Lao PDR. The development objective of the TDF-2, which is implemented by The National Implementation Unit (NIU) within the Foreign Aid Division of theMinistry of Industry and Commerce(MoIC), is to support the implementation of government's trade andintegration priorities outlined in the 2012 Diagnostic Trade Integration Study (DTIS) Roadmap, and in particular to contribute toimproved competitiveness and diversification, focusing outside the natural resource sectors. The objective of the assignment for the International Trade Facilitation Specialist isto support the DIMEX of the Ministry of Industry and Commerce in implementing the Trade Facilitation component of TDF-2.The consultant will help updating the trade facilitation strategy and action plan (TFSAP) aswell as supporting its implementation,and the design and build capacity in the TradeFacilitation Secretariat, DIMEX, and government agencies that issue trade-relatedregulations. The estimated inputs for this assignment are 06 months to provide part time consultancyover one year, with the possibility of being extended over future years of the project based on performance. The expected commencement date for Services in Lao PDR isas soon as possible.The full detailed ToR is available at the NIU's website: http://t4dlaos.org/index.php/en/work-with-us/vacancies In order to be considered for the position,the candidates should meet the following qualifications and experience requirements: Minimum Master degree orequivalent in law, economics, business, public administration, or related discipline.Minimum of eight yearsworking experience on trade facilitation, trade policy related issues. Minimum two yearsworking experience on related program management, especially on development programs.Relevant work experiencein developing countries, in particular in connection with the public sector. Experience in Southeast Asia is anasset.Proven knowledge oftrade regulation and related issues,such as WTO trade law, trade policy negotiations. Publications or academic research on tradepolicy in developing countries is an asset.Fluency in English(spoken and written). Knowledge of Lao language, while not required, would be a strong asset. Strong interpersonalskills to facilitate dialogue with various government agencies, engage with senior and technical staff, and the privatesector.Willing to work alongside and assist nationalcounterparts in a practical and proactive way. Experience of cross cultural management issues in doingbusiness, especially with Asian culture is an asset. InternationalTrade Facilitation Specialist will be selected in accordance with the Individual Consultants (IC) selection method set out in theConsultant Guidelines, in line with the World Bank's Guidelines "Selection and Employment of Consultants", January2011.
