The Government of the United Republic of Tanzania has received financing inthe amount of US$ 300 million equivalent from the World Bank towards the cost of the Dar es Salaam Metropolitan Development Project(DMDP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to beprocured under this project. This project will be jointly financed by the Nordic Development Fund (NDF).
The project will include the following Components:
Component 1: PriorityInfrastructure -This component will financeimprovements and constructions of: (i) priority roads ? local andfeeder roads in the urban core to alleviate congestion hotspots,and support public transit, mobility and connectivity to low-income communities, especially improving accessibility to the BRTsystem; and (ii) primary and secondary drainage systems ? including bank stabilization,detention ponds, connection to the secondarynetwork etc. around fiveriver basins of Dar es Salaam.
Component 2: Upgrading in Low-Income Communities -Thiscomponent will support the upgrading of selected low-income communities in selected Municipal Councils throughthe improvement ofbasic services and strengthening said communities'capacity in undertaking such upgrading works, including: (a) roads androad-related infrastructure, including roads, bridges, culverts, footpaths, and traffic lights; (b) environmental related works,includingstorm water drainage, sanitation, tertiary solid waste management, street lights; and (c) community related amenities,including parks, markets, and bus stands.
Component 3: Institutional Strengthening, Capacity Building, and UrbanAnalytics -This component will support:(i) development of metropolitan governance arrangements and systems; (ii) municipal finances and technical capacity through ownsource revenue collection and development and integration of GIS; (iii) improving the integration of transport and land-useplanning; (iv) operations and maintenance systems; (v) urban analytics and (vi) urban planning system. This component will bepartially funded by the Nordic Development Fund (NDF).
Component 4: Implementation Support and Monitoring &Evaluation-This component will providesupport for Project management and supervision functions, including procurement, accounting, financial management, safeguards,monitoring and evaluation, audit, meetings and workshops, and impact assessments.
Procurement of contracts financed by the World Bank will be conducted throughthe procedures as specified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits ( currentedition), and is open to alleligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank'sGuidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
Specific procurement notices for contracts to be bid under the World Bank'sinternational competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they becomeavailable, in UN Development Business and dgMarket, and in regional andlocal newspapers inTanzania.
