Loan No.:8324-ME This Invitation for Bids follows the GeneralProcurement Notice for this Project that appeared in Development Business, issue onlineon February 17, 2014 TheGovernment of Montenegro has received a loan in the amount of EURO 5,000,000.00(US$ 6,800,000 equivalent) from the World Bank toward the costs of theAdditional Financing for the Montenegro Energy Efficiency ProjectAdditional Financing (MEEP AF) and it intends to applypart of the proceeds to payments for Works for replacement of structural façadefor Clinic Center Montenegro. TechnicalServices Unit ? TSU (underMinistry of Finance), in the name of Ministry of Economy and Ministryof Healthinvite sealed bids for works forreplacement of structural façade for Clinic Center Montenegro Qualificationsrequirements include: a)           Proof of legal status and place of registration; b)           The averageannual financial amount of constructionworks over the period of last three years (2014, 2013, 2012) should be not lessthan 5,000,000.00EUR; c)           Experience under construction contracts in the role ofprime contractor, JV member, sub-contractor, or management contractorfor atleast three years, starting 1stJanuary 2012 prior to the applications submission deadline andwith activity in at least nine (9)months in each year. d)         Participation as prime contractor, JV member,sub-contractor, or management contractor, in at least two [2] contracts between1st January 2011 and applicationsubmission deadline, each with a value of at least 1,100,000.00EUR, or  minimum onecontract with total value of the contract equal or more than 2,200,00.00EURthat have been successfully and substantially completed and that are similar tothe proposed Works. The similarity shall be based on the physical size,complexity, methods/technology. e)           Construction equipment requested to carry out theContract; f)            Qualifications and experience of key personnel proposedfor the Contract; g)           The minimumamount of liquid assets: (a statementissued by a Bank) of 800,000.00EUR h)           Proofs of financial standing of the Bidder for the past3 years (2014, 2013, 2012); i)                   Informationregarding any litigation during the last five years (since 1st January  2010), inwhich the Bidder was/is involved,the parties concerned, and the disputed amounts; and awards; j)                   SelectedContractor will provide prior the Contract signature required Licenseinaccordance with Montenegrin legislation. Bidding will be conducted throughthe InternationalCompetitive Bidding (ICB) procedures specified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits January 2011 and is open to all eligible bidders as defined in the ProcurementGuidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forththe World Bank's policy on conflict of interest.
