Feasibility And Design Of Irrigation Schemes And Dam Safety (firm) REQUEST FOREXPRESSIONS OF INTEREST (CONSULTINGSERVICES ?Firms) The Republic of the Union of Myanmar Agricultural Development Support Project (ADSP) Credit No.:5624 MM The Republic of the Union of Myanmar has received  funds from the World Banktoward the cost of the ADSP Project and intends to apply part of the proceeds for consulting services for  feasibility studies anddesign; detailed design  of  existing and new irrigation schemes and strengthening of the IrrigationDepartment. The Project Management Unit, ADSP Project,  now invites expressionsof interest from qualified firms to carry out feasibility studies and design; preparation of detailed design of the schemes,preparation of dam safety and operation improvement plans and preparation of environmental and social safeguardsframeworks  for  project sites in Bago, Naypyitaw, Mandalay and Sagaing regions of Myanmar (total around 40,000 ha).  The services will alsoinclude strengthening of the Irrigation Department. The consultancy consists of three phases: ·         Phase I-Feasibility Studies, feasibility design and preparation of safeguard documents for pre-identified four existing sites at Swa inBago-East; North Yamar in Sagaing region; Sin-The in Nay Pyi Taw; and Male-Nat-Taung in Mandalay region. ·         Phase II-Detaileddesign  of  the four existing systems identified in Phase I,  identification and feasibility design; preparation of safeguard documents andpreparation of dam safety and operation improvement plans of four new schemes in Mandalay, Bago East, Naypyitaw and Sagaing andstrengthening of irrigation department. ·        Phase III- detailed designs and preparation of dam safety and operationimprovement plans and preparation of environmental and social framework for newschemes identified under PhaseII. The ASDP project now invites eligible consulting firms ("Consultants") to indicatetheir interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have therequired qualifications and relevant experience to perform the Services. Consultants may associate to enhance their qualifications.The shortlisting criteria are: ?     Past experience with similar nature and type of works indeveloping countries in the last 10 years ?     Relevant assignment contracts over last five years of atleast 1 million USD equivalent ?      Experience withFeasibility Studies, Design of Irrigation and Drainage Systems, Institutional Capacity Building, Participatory IrrigationManagement, Dam Safety and application of relevant World Bank Safeguard Policies. ?     Regional and local knowledge of irrigation systems and theirmanagement in Asia and Myanmar in particular will be an advantage The services are expected to be delivered in three phases with a total durationof 32months.  The duration of the services for phase 1 is about 4 months, for phase 2 about 16 months and phase 3 about 12months. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank'sGuidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers datedJanuary 2011 revised July 2014 ("Consultant Guidelines"), setting forth theWorld Bank's policy on conflict of interest. Consultantfirm will be selected in accordance with QCBS method set out in the Consultant Guidelines.
