Consultancy Serv?ces For The Development Of A H?gh-level ?nformat?on System Des?gn REQUEST FOR EXPRESSIONS OF INTEREST Belarus Improving Efficiency and Transparency of the PublicFinance Management System in Belarus Grant No.: TF015275 Assignment Title: CONSULTANCYSERV?CES FOR THE DEVELOPMENT OF A H?GH-LEVEL ?NFORMAT?ON SYSTEM DES?GN Reference No. CS2-2 On request of the Ministry of Finance of the Republic of Belarus the ECA RegionalPFM TA Trust Fund provided a grant for a technical assistance to implement the project"Improving Efficiency and Transparency of thePublic Finance Management System in Belarus"  included into the Partnership Strategy ofthe World Bank Group for the Republic of Belarus. The Recipient intends to apply a portion of the funds to eligible payments underthe contract for which this Request for Expression of Interest is issued. The main objective of this assignment is to develop a high-levelinformation system design. The Consultant is expected to perform the full scope of serviceswithin 9 months. UE "Data Computing Center of the Ministry of Finance of the Republic of Belarus"(implementing agency) now invites eligible consulting firms ("Consultants") to indicatetheir interest in providing the Services. Interested Consultants should provide information demonstrating that they have therequired qualifications and relevant experience to perform the Services (brochures, description and references of similar assignments, experience in similar conditions, availability of appropriateskills among staff, etc.). The shortlisting criteria are: - implementation of  (at least two) assignments completed over the last 5 years, related to thedesigning of Government Financial Management Information System; Under each assignmentthe Consultant shall submit the following qualification documents: -          a list of performed works and achieved results, as well as references from customers regardingthe qualityof performed works; -          information on the depth of the designing system functionality development, including the coverage offunctionality, using the example of the World Bank GFMIS reference model (Ali Hashim, "A Handbook on Financial ManagementInformation Systems for Government. A Practitioners Guide for Setting Reform Priorities, Systems Design and Implementation",International Bank for Reconstruction and Development/ The World Bank 2014; https://collaboration.worldbank.org/docs/DOC-10935.) Arepresentative or local office in the Republic of Belarus is an advantage. The attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank's Guidelines for Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World BankBorrowers, dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or asubconsultancy to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub consultancy.  In case of a Joint Venture (JV), all members of the JV willbe evaluated jointly for thepurpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of awardis made to that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of thepartners and sub consultants in their application. Unclear expression of interests in terms of "in association with" and/or"inaffiliation with" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, aconsultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in ajoint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultantor as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a jointventure in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participatein more than one consultant, but only in thecapacity of a sub consultant. A Consultant will be selected in accordance with the Selection Based on theConsultant's Qualifications set out in the Consultant Guidelines.
