This Request for Expressions of Interest follows the General Procurement Notice (GPN) for thisproject that appeared in UN Development Business issueof August 5,2014.
Ukraine has received financing from the World Bank toward the cost of the SecondUrban Infrastructure Project (UIP-2), and intends to apply part of the proceeds for consulting services for development of the "Utilities PerformanceImprovement" (UPI) study for utilities participating in theproject: Kyiv, Kharkiv,Zhytomyr, Kirovograd, Cherkassy, Ternopil, Kolomiya, Ivano-Frankivsk and Kramatorsk.
The scope of consulting services ("the Services") include detailed assessment ofthe utilities current legal, regulatory, financial performance, and any other areas of intervention. Following the utilitiesappraisal, the Consultant is expected to identify areas for improvements and propose actions to address the identified issues onpriority, short-, medium- and long-term implementation plans.
The Services shall be provided in accordance with effective and applicable laws,norms and standards of Ukraine.
Overall, the Services will be required over the period of twelve (12) monthsstarting January 2016.
The Ministry of Regional Development,Construction, Housing and Communal Services of Ukraine now invites eligible consulting firms ("Consultants") to indicate theirinterest in providing the Services. InterestedConsultants should provide information demonstrating that they have the requiredqualifications and relevant experience to perform the Services.
The shortlisting criteria are:
· At least 10 years' of successful experienceof institutional development in the water and sanitationsector;
· Experience and qualification of thecompany and personnelspecifically in the area of water andwastewater utilities;
· At least twosuccessfully completed assignments of a similar nature during the last 7 years.
The attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers, dated January 2011 and revised July 2014 ("Consultant Guidelines"), setting forth theWorld Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or asub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the selection based on theConsultants Quality- and Cost- Based Selection method (QCBS) as set out in the Consultant Guidelines.
