AssignmentTitle: Preparation of study tours to Romania toacquaint with lessons learned in combating errors, fraud, and corruption in social protection programs

In accordance with the Loan Agreement No. 8404-UA dated July 09,2014 the Government of Ukraine has received a loan from the International Bank for Reconstruction and Development (IBRD, the World Bank) towards the cost of the Social Safety Nets Modernization Project (the Project). The objective of the Project is to improve the performance ofUkrainiansocial assistance and social services system for low-income families.
In accordance with the Loan Agreement the Ministry of Social policy of Ukraine shall be animplementing agency for the Project and intends to engage individual consultant (theConsultant) to provide consulting services at the position Preparation ofstudy tours to Romania toacquaint with lessons learned in combating errors, fraud, and corruption in social protectionprograms.
The Consultant will act in accordance with a Terms of Reference. He/she will plan and provide information support ofstudy trips to Romania for representatives of central, regional, and local welfare offices in order to acquaint them with lessonslearned in combating errors, fraud, and corruption in social protection programs and with social inspectors'activity.
The detailed Terms of Reference will be provided to the selected consultant. The contractwith the selected consultant will be signed until June 2016 (inclusive) on the part-time basis. Remuneration level will bedetermined in the contract. The Consultant shall provide his/her services at his/her office and in Romania.
The Ministry of Social Policy of Ukraine ("the Client" or MOSPU) now invites interested consultants to provide their detailed CVswith description of their qualifications and relevant work experience.
The Consultant's selection will be done in accordance withindividual consultants selectionprocedure as provided in the "Guidelines: Selection and employment ofconsultants under IBRD loansand IDA credits & grants by World Bank borrowers dated January 2011.
Qualification requirements to theConsultant are asfollows:
1. universityeducation (master's or specialist's degree);
2. experience incooperation with government agencies;
3. knowledge of socialprotection system in Romania;
4. experience incooperation with the Ministry of Labor, Family, and Social Protection of Romania will be an advantage;
5. experience in theWorld Bank funded projects will be an advantage;
6. knowledge ofUkrainian or Russian will be an advantage.
MOSPU has the right to demand documents supporting qualificationof interested consultants.
