This request for expressions of interest follows theGeneral Procurement Notice (GPN) for this project that appeared in UN Development Business issue of August 5, 2014.
Ukraine has received financing from the World Bank toward thecost of the Second Urban Infrastructure Project (UIP-2), and intends to apply part of the proceeds for consulting services for thedevelopment of water users scorecards for measuring beneficiary satisfaction in the cities participating in UIP-2: Kyiv, Kharkiv(water, wastewater and solid waste management), Zhytomyr, Kirovograd, Cherkassy, Ternopil, Kolomiya, Ivano-Frankivsk andKramatorsk.
The scope of consulting services ("the Services") include structured interview with randomly-selectedhouseholds in the all participating cities who are users of water, sanitation and solid waste management services (only forKharkiv), data analysis and development of users score cards. Working closely with the Utilities and municipalities for eachcity develop a set of 3-5 areas of improvement that have to be regularly monitored by the utility. Provide recommendations on thebest way to organize such monitoring.
The scope of this assignment is based on5000-8000 household interviews with sample size per city 400 to 1000 respondents with several levels of disaggregation. For the purpose of the proposed survey several levels ofdisaggregation will berequired. The consultant will develop a samplingmethodology based on which the final number of the interviews will be decided. A preliminary list of parameters of the survey inallcities will be provided together with the Request for Proposals (RFP).
The Services shall be provided in accordance with effectiveand applicable laws, norms and standards of Ukraine.
Overall, the Services will be required over the period of four (4)months starting January 2016.
The Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine now invites eligibleconsulting firms ("Consultants") toindicate their interest in providing the Services. Interested Consultants should provideinformation demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
At least 5years' experience in the relevant field in municipal sector;
General experience and qualification of the company personnel;
At least two successfully completed assignments of a similar natureduring the last 5 years.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment ofConsultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 and revised July 2014("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of ajoint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Selection basedon the Consultants Qualifications method (CQ) as set out in the Consultant Guidelines.
