FIRMS SELECTION Country: Federal Democratic Republic of Ethiopia Name of Project: Implementation of the Extractive Industries Transparency Initiative Grant NO. :TF018161 Assignment Title:      Preparation of EITI Reconciliation Report for 2013 / 2005EFY. Procurement Plan):     MoM/EITI/C-3 The Ministry of Mines has received Grant fromthe World Bank toward the cost of the Extractive Industries Transparency Initiative and intends to apply part of the proceeds forconsulting services. The consulting services ("the Services") isthe Preparation of EITI Reconciliation Report for Ethiopia for 2013 / 2005 EFY. The requirements for implementing countriesare set out in the EITI Standard. Additional information is available via www.eiti.org. The Ministry of Mines /Extractive IndustriesTransparency Initiative now invites eligible consulting firms("Consultants") to indicate their interest in providing the Services. Interested Consultants shouldprovide information demonstrating that they have the requiredqualifications and relevant experience to perform the Services. The short listing criteria are: core business&years in business, experience in the field of assignment, technical and managerial organizationof the firm, and qualificationand number of key staff in the firm. The independent administratorshould: ·       possess adequate knowledge of the mining, oil and gas industry, taxation, and public and privateaccounting, ·       Possess an understanding of the Ethiopian Context ·       have provided services in the context of large scale auditing and accounting projects before, ·       have a track record in similar work; previous experience in EITI reporting would be anadvantage, ·       have adequate senior professionals with experience and expertise in relevant fields such aseconomics, accounting/audit orany social science field. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines:Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World BankBorrowers January 2011 ("Consultant Guidelines"), setting forth the World Bank'spolicy on conflict of interest. Consultants may associate with other firms inthe form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Selection Basedon the Consultants' Qualification (CQS) method set out in the Consultant Guidelines.
