The contract, firstly, on the financing of the construction project of a fifth extension of the Palace of the Court of Justice of the European Union in Luxembourg (hereafter the building << >>) and, Furthermore, the services related to the accounting management of the project. The construction cost of the property to be financed is estimated at € 168.7 million (half-year price index of construction 01/10/2014 749.40 to increase during the construction period of capitalized interest and the estimated amount resulting from the variation in the semi-annual index of construction prices as provided by the law of financing to vote by the Chamber of Deputies. The contractor will be a real estate company governed by the law of a Member State of the Union who will handle the accounting management of operations related to the construction of the building. To this end, the real estate company will grant a line of credit by a financial institution and, where appropriate, the European Investment Bank in accordance with the conditions provided in the financial proposal that the bidder must submit with its bid. The real estate company is the legal owner of the building while the state will have the quality of economic owner of it.
