Rotherham Metropolitan Borough Council (RMBC) currently has 21 000 domestic council properties. Approximately 2 000 of these properties are vacated by tenants each year and any such vacated properties are termed ‘void’ and often require securing by means of metal grills or nets to windows and doors, and various clearing and cleaning services performed to their interiors and exteriors prior to them being re-let.

Such cleaning services include, for example; clearing property interiors, outhouses and garages of unwanted items such as furniture, floor coverings and white goods; de-infestation works such as fleas/bed bugs and vermin; needle searches; clearing gardens of unwanted items.

Additionally the contractor may also be required to undertake other similar services from time to time, for example clearing and environmental cleaning of properties following evictions.

Lot 1 — Void Security, Rotherham North — 50 000 GBP value per annum.
Lot 2 — Void Security, Rotherham South — 50 000 GBP value per annum.
Lot 3 — Cleaning and Clearances, Rotherham North — 90 000 GBP value per annum.
Lot 4 — Cleaning and Clearances, Rotherham South — 90 000 GBP value per annum.
The framework will be awarded initially for a period of 1 year, with the option to extend for a further two years on a year by year basis at RMBC’s discretion.
The anticipated spend is in the region of 280 000 GBP per annum, over all four lots, however this does not carry any guarantee of turnover and any estimated volumes of business are indicative and may vary upwards or downwards depending on actual future needs.
RMBC does not bind itself to accept the lowest or any bid and reserves the right to accept any bid in whole or to split the award to more than one bidder based on the most competitive tender for each lot.

Tenderers should be aware that although the contracting authority for the purposes of this procurement is Rotherham Borough Council, one or more of the other Local Authorities within the Yorkshire and Humber Region may choose to access the concluded contract subject to the capacity of the tenderer, without creating any obligation on behalf of any of them to do so. Where any of the Local Authorities within the Yorkshire and Humber Region elects to do so a legally binding contract shall be created between the Contractor and that Local Authority on the terms and conditions contained herein.
