For technical reasons the contract can only be awarded to Daisy Communications Ltd. (‘Daisy’). The Trust has previously awarded a contract to Daisy to provide data centre and communication services and in particular to integrate these systems with those of the Trust and other of its IT and communication suppliers. The Trust's current environment has been optimised to deliver the best service to end users. It would represent a significant and disproportionate technical challenge for a new data centre supplier to replicate the bespoke configuration at this point in the Trust's IT change programme. The data centre services sit in the midst of the Trust's IT environment. The Trust is currently implementing a critical IT and communication transformation with other suppliers, in relation to which the stability and continuity of the data centre is a key dependency. If a contract were to be awarded to a third party, this would represent a major technical challenge that would directly create a material delay to the existing IT programmes whilst the new supplier developed the data centre services and optimised it for the Trust. The delay is likely to be significant as the Trust operates multiple systems, several bespoke, that all interact and in relation to which the clinical data systems cannot withstand any corruption or loss of clinical data.
