The requirements for this tender refer to the treatment of materials to reduce the environmental impact where such materials have to be disposed of in landfill because of the prohibitively high cost of treatment to allow re-use. These materials include • contaminated soil from Brownfield sites ( also known as Previously Developed Land), • industrial waste • contaminated materials which require pre-treatment before disposal at landfill, the physical state of these materials can be solid, liquid, solution or sludge. This bid includes both a • GC/MS system and • HPLC system The competent design of the systems following all appropriate technical and safety requirements 2.1 The GC/MS system Specification Overview The following are specifications where a compatible gas chromatograph, data system and an optional autosampler, are to be built around an Agilent 5973 Inert Mass Selective Detector (MSD). The system should, in the first instance, be constructed, including a suitable column, to allow the analysis, both qualitatively and quantitatively, of hydrocarbons, including poly aromatic hydrocarbons, and pesticides, and allow comparison with libraries, both commercial and user constructed. 1. The system must have ambient temperature and pressure compensation to ensure reproducibility regardless of changing ambient conditions and allows absolute calibration to NIST standards. 2. The Gas Chromatograph should have available the capability to provide automated effluent splitting between the mass spectrometer and another detector, and the ability to change the column without venting the mass spectrometer. 3. The Gas Chromatograph must have a hydrogen safety shutdown system that monitors the hydrogen flow and shuts down the gas flows and heaters if a leak is detected, and should have explosion protection built into the oven. 4. The instrument must have a mass range of 2 to >1000 u. 5. The Mass Spectrometer shall have an electronic scan rate of 20,000 u/sec 6. Have an inert ion source, not stainless steel. 7. The mass spectrometer must support synchronous SIM/Scan, and must have an automated SIM setup that can convert a full scan method to a SIM or SIM/Scan method. 2.2 HPLC system Specification Overview The HPLC system should be an entry level system, fitted with a column capable of qualitative and quantitative analysis of the same compounds mentioned for the GC/MS system above, with the following requirements. 1. Be able to handle 3 and 4.6 mm inner diameter columns, at pressures up to 600 Bar and flow rates up to 5 ml min-1 2. Be able to work in isocratic and gradient solvent delivery modes. 3. Be able to add a column oven. 4. Have a DAD detector as standard, and have the option of adding further detectors such as light scattering, fluorescence, refractive index, and a further option of a single quad mass spec. 5. Have the option of an autosampler. 6. Have the ability to allow sample comparison with commercial or user prepared libraries. Both systems should be PC controlled.
