The purpose of the facility is to provide a state of the art facility for aeroacoustic measurements. The use will be airframe noise measurements and the control of landing gear and high-lift devices noise sources and high-speed trains. The requirement is for a fit-out of an anechoic chamber. The chamber walls, roof and floor have already been constructed. The anechoic chamber will contain an open jet wind tunnel that is currently being manufactured and will be installed under a separate contract. The specific work involved in the fit-out of the anechoic chamber will include: 1. Supplying and fitting appropriate acoustic treatment to the interior of the chamber to achieve an anechoic environment; 2. Designing and creating a floor above the wedges; 3. Acoustically treating the ventilation/pressure equalisation holes in the chamber; 4. Acoustically treating the exposed wind tunnel surfaces that are located inside the anechoic chamber; 5. Fitting a suitable door to the chamber; 6. Installing suitable lighting in the chamber; 7. Acoustically treating apertures. The expected delivery will be incorporating the acoustic treatments specified in this document into the anechoic chamber. The Tenderers proposals shall comply with all relevant legislation (standards applicable to an installation) equipment of this type current at the date of tender return including as applicable (but not limited to) British and European Standards, CIBSE guides, CDM Regulations, accepted best practice standards/procedures, and be fit for purpose etc.

General Requirements. The Tenderer will be responsible and shall allow within their tender for the specification of the acoustic treatment, design, and manufacture (where appropriate), delivery, the transportation into the building the installation, the testing and commissioning where required, full repair and maintenance for a 12 month period after the certified completion of the installation and all — head office — support, project management, site management etc. required to complete the fit-out of the facility in full and in accordance with the details in this invitation to tender. The Tenderers project management shall include for liaising with the Client and the Clients team including designers, end users, project manager etc. attendance as and when required at meetings held on the Clients premises. Please note that other maintenance periods will be considered and should be provided as detailed in the tender documentation.
Economic and financial capacity
In accordance with Articles 43 to 51 of Directive 2004/18/EC as amended by S.I. 2007/2157, 2009/2992,2011/1441; and Regulation 24 of the Public Contracts Regulations 2006 as amended by The Public Contracts (Amendment) Regulations 2009. To support the financial assessment the University will obtain a financial appraisal report from Creditsafe. This report provides the University with an overall Risk Score which will be used to assess the applicants financial standing. A suitable Performance Bond or Parent Company Guarantee may at the University's discretion be accepted and allowed to override a poor credit score.
Technical capacity
