The piers have suffered damage over the years, and the works required include repairs to the masonry block work including filling of voids due to material loss, the provision of new sheet pile scour protection to the East Pier, concrete repairs to the promenades, installation of flood gates at Battery Parade slipway and possibly a new footbridge to link the East Pier with the Extension Arm. This contract would suit a contractor that is suitably experienced in design and construction of structures suitable for a coastal environment, but also require some landscaping / architectural skills to ensure the design is aesthetically enhancing to the area. The Council is only seeking tenders from organisations who can deliver all aspects of the project (which may include subcontracting certain elements) for which one single turnkey contract will be awarded to one Principal Contractor. Tenders are not being sought for individual elements of the project such as design only, or masonry repairs only. Any partial tenders received in this form will not be considered.

It is anticipated that this contract will include: First Stage — ECI Stage 1) Design development as part of team formed with the integration of Main Contractor and Tier 2/3 Subcontractors and Suppliers and develop Works and Site Information to provide a Price for the Works within the employers ‘not to exceed’ budget; 2) Additional investigations as are deemed necessary by the Contractor including sediment quality survey; 3) Obtain / assist in obtaining all necessary permissions, licenses and consents; 4) Detailed design and materials and workmanship specifications; 5) Work with Consultant to develop the project to the stage of readiness for award of construction contract. The key output of ECI stage will be completed Contract documents with Contract Data, Works and Site Information and a Priced Activity Schedule for NEC 3 ECC Option C Target Contract Sum. Second Stage — Construction contract stage — To proceed only if the ECI Contractor has agreed an NEC3 ECC Option A priced contract for the construction of the works and the contract sum is less than the ‘not to exceed’ cost ceiling, and the Contractor has performed satisfactorily during the ECI Stage. Second Stage — Construction. 6) Mobilisation of Contractor on site; 7)Construction of the works; 8) De-mobilisation; 9) Defects period.
