Applications can be submitted for 1 or more lots up to the maximum 15 lots available but no contractor will be awarded more than 2 lots within the same trade group (i.e. Builder, Electrician, Joiner, etc.). This is to maintain emergency supply chain continuity in the event of a critical business failure of one of the suppliers in that trade group. Tenders will be evaluated on the basis of a typical order value after application of the percentage adjustment to the pre-priced Schedule of Rates and all-in hourly labour rates submitted by each tenderer. Requests to participate by groups of contractors should be accompanied by appropriate evidence of agreements reached between members of the group and each contractor shall be jointly and severally responsible for the due performance of the contract
Main Terms of financing and payment and/or reference to the relevant provisions
Payment will be become due after completion of all work under an order and following submission of a valid VAT invoice, on an order by order basis, all as specified in the conditions of contract. Contractors may submit Interim payment applications for orders with an estimated value exceeding GBP 5 000.

Other particular conditions to which the performance of the contract is subject
Except for the Multi-trade lots, Contractors will be required to provide 24-hour, 365 day cover. Guaranteed, staffed, Emergency contact names and numbers will be required. Answering machine response will not be acceptable. Council staff and tenants or Council staff must only be charged Local rate calls when making contact with Contractors. The full cost of Premium rate call charges will be contra-charged to any Contractor that applies these to this contract. Contractors will be required to operate under the Right to Repair Scheme contained in the Housing (Scotland) Act 2001, and to act as alternative Contractor for neighbouring areas, in addition to their appointed area/s. Failure to carry out the works within the prescribed timescales will result in Contractors being recharged the compensation amounts listed in the Act. Initially works orders will be issued electronically direct to the Contractors' premises at set times on each working day. Every appointed Contractor must have their own personal computer, available printer and fixed IP address; all at their expense. The Council will supply software to enable access to their network but will not provide IT support; this must be provided by each contractor. Contractors will have access to the Council's housing management system for inputting of various repair details and information. Contractors will be required to provide access for Council employees to load software and upgrades. The Housing Division operates a prioritised Job system with target time bandings — see the PQQ for further details. The Response Times detailed are from issue of order to the appointed Contractor completing the work on site. Contractors will be required to operate under a Code of Conduct. The Code will include topics such as all personnel carrying ID cards & mobile phones, tidiness, and politeness. In certain cases such as Level Access Shower installations, Contractors must provide scaled layout drawings for approval by a Council Occupational Therapist, tenant and other staff. The Council do, on a daily basis, carry out tenant satisfaction surveys to monitor compliance with the Code of Conduct and workmanship standards. Contractors will be required to operate an Appointment System offering tenants the choice of am/pm appointments. Evidence of the system must be available for inspection at any time as part of our auditing process. Contractors will be required to record and provide the Council with any/ all information related to the Council's “Scottish Housing Charter” indicators annual submission. Information currently required includes the length of time taken to complete non-emergency repairs, the number of repairs completed right first time, the number of repairs appointments kept and tenant satisfaction with the repair and service. Other advances in technology will require the Contractor and his operatives to make use of mobile handheld devices to record tenant satisfaction scores and job completion times in real-time. The Contractors will provide this service at no additional expense to the Council. The Council will provide a minimum specification for this hardware. Contractors will be required to provide access for Council employees to load software and upgrades.
