Background The Industrial Water Excellence Center IWEC (IWEC) is a joint initiative of Severstal, Kemira, Outotec and LADEC (Lahti Region Development LADEC Ltd) (Parties). It is implemented under the umbrella of Northern Dimension Business Council (NDBC), which is co-chaired by Mr. Alexey Mordashov, CEO of ОАО “Severstal”, and Mr. Tapio Kuula, CEO of Fortum. The objective of IWEC is to present new water technologies and solutions to Russian industries that aim at reducing environmental burden, while providing better economic performance at lower costs. IWEC’s initial focus is water cycles in steel industry. Other focus areas are mining, food and beverage, fertilizer, oil and gas, power production, and forestry industries. Parties define jointly issues to be included in IWEC concept. They include, inter alia: i. raw water and waste water treatment, energy efficiency ii treatment of process waters iii. treatment of sludge iv. water treatment and energy efficiency v. chemicals to increase treatment efficiency vi. Russian and international legislation and compliance to systems vii. best efficient and economically feasible technologies of waste water treatment. viii. decrease of unaccounted water losses ix. status of current technologies and amount of waste waters and manure in animal husbandry (pigs, cattle, poultry) in North-West Russia IWEC’s working method is to organize two day workshops for the technicians and decision-makers of the industries in question. All Parties provide expertise to the planning of the workshops. Severstal’s role is to invite the participants to the workshops and organize the venues for steel industry orientated workshops. LADEC acts as a coordinator of IWEC and recruits the needed expertise for it. The main location of the steel orientated workshops is Severstal’s facilities in Cherepovets or in other premises of Severstal in Russia. In 2013 and 2014 the Parties have agreed to organize six (6) workshops for steel industry and one (1) workshop for agricultural and one (1) for food and beverage industries. The call for tenders for the last mentioned 1+1 workshops has been launched separately (18.6.2013). The workshops are part of the ERDF funded project: International Advanced Water Excellence Centre – More competitiveness, business, innovations, know-how and the cleaner Baltic Sea. Project number: A32138 (the Project). Objective of the call The objective of the call is to purchase consultancy services for the Project so that to plan and execute steel orientated IWEC workshops. Tender has to include all six (6) workshops for steel industry. The initial starting point - tentative contents and timing for the workshops are detailed separately in the end of this call (Annex 1). Tenderers are asked to nominate a Program Manager and supplement and finalize (tentatively) the workshop programs based on the annexed starting point, and assign experts to deliver the workshops. Themes of the workshops: 1. Water and sludge management and treatment 2. Wastewater generated during steelworks operations and options for wastewater treatment 3. Process water at steelworks 4. Water treatment methods for the mining, metal & minerals processing industry 5. Water treatment processes at concentrator site (ferrous and non-ferrous) 6. Water treatment processes at mine sites Tentative programs according to the above mentioned themes and annexed description of the contents should be annexed to the tender. The selected Consultant works under the supervision of LADEC, and LADEC is operating under guidance provided by the working group of Ladec, Outotec and Severstal. LADEC has the right to make changes to the theme, contents and timetable of the seminar.

Selection criteria and weightings 1. Total price (scored points with weighting). 50 %. The total price is calculated as follows: Daily price * estimated workdays of the program manager + Total price of experts for all six (6) workshops + Total travel costs (Program manager and experts) + Other costs (includes interpretation, translation, material costs). Any other costs, which are not mentioned in the call, will not be accepted. 2. Quality of the proposed workshop composition. Todistukset ja selvitykset, joiden perusteella soveltuvuuden täyttyminen arvioidaan
The tender should include the following: 1. Suggestions and tentative programs for the workshops. 2. CV and relevant references of the Program Manager 3. CVs and relevant references of specialists delivering the workshops 4. Workload (in days): - Program Manager, - Specialists delivering the workshops. 5. The daily rate and estimation of needed workdays (VAT 0%) for the Program Manager (minimum eight (8) hours per day) 6. The unit price per workshop, which includes all costs of all specialists used in the workshop 7. Travel costs incl. travelling, accommodation, daily allowance, visa of the Program Manager (Program manager has to participate in all six (6) workshops, will be arranged in Russia) 8. Costs for arranging the simultaneous interpretation (En/ Ru) to all six (6) workshops 9. Costs for providing seminar materials in English and Russian languages (translation) to all six (6) workshops 10. Potential material (printing and memory sticks etc.) costs with specification 11. Consultant hourly rates for Program Manager and workshop specialists for potential additional work (VAT 0 %) The tender should also include the following: 1. Presentation of organization 2. Certificate of tax liability and proof of payment of taxes 3. Extract from Trade Register 4.
