This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote (RFQ) No. F3QCCM6062A002. This solicitation will be solicited under Other Than Full and Open Competition. This will be a firm-fixed price award. SMALL BUSINESS SIZE STANDARD(a) NAICS: 334514(b) No. of Employees: 750(c) Dollars: N/A REQUIREMENT: The Contractor shall provide to the 402d Commodities Maintenance Group (CMXG), Robins Air Force Base, all materials, parts and labor necessary to provide upgrades to existing hydrostatic testing systems in building 150, Robins AFB. The hydrostat testing system upgrades shall include the following. 1.2.1. Upgraded electronic controller (computer) for existing automatic hydrostatic test system1.2.2. A new REC4/Open Test Console with computer and Dual Jacket to replace existing manual system1.2.3. Two (2) day on-site service to building 150 to accomplish upgrades, ensure the two hydrostatic systems are operational, and provide familiarization training on the upgraded systems. Please do not request award status prior to this date. Manufacturer: The solicitation/requirement is being issued sole source to: Galiso, Inc.22 Ponderosa CourtMontrose, CO 81401 Justification for Sole Source Only: The Hydrostatic test systems are used for DOT certification of overhauled fire suppression vessels. The automatic test system is down due to it's antiquated electronic controller, which is why the upgrade for this system is needed. Production has been limited because of the sole use of the manual system. The upgraded system from the manual to the new REC4/Open Test Console will be more reliable and will provide the opportunity to produce more AF fire bottles and hand-held fire extinguisher cylinders in less time than the manual system. The new system will eliminate any user error due to hand calculations required with the manual system. Market research was conducted for other sources that service Galiso hydrostatic equipment which determined that Galiso was the only source that possessed certification to DOT regulations and knowledge of operating program. Galiso Inc is the only source that has the technical knowledge, programming knowledge, and regulatory certifications to evaluate and upgrade the hydrostatic test systems. Galiso, Inc. is the OEM. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
