Construction of three gas transmission pipelines in Bulgaria Bulgartransgaz EAD intends to use a grant proceeds provided by the Kozloduy International Decommissioning Support Fund ("KIDSF"), administrated by the European Bank for Reconstruction and Development (EBRD, "the Bank") and its own funds, to construct gas pipelines a total length of 122 km to connect the municipalities of Svishtov, Pirdop, Panagiurishte, Bansko and Razlog to the national gas transmission network (the Project). The Project will require procurement of goods, works and services as follows: 1. Gas transmission pipeline to Svishtov Scope - prospective studies, design, supply of equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, automated gas regulation station (AGRS) to the town of Svishtov and auxiliary facilities. 2. Gas transmission pipeline to Panagiurishte and Pirdop Scope - prospective studies, design, supply of equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, AGRS to the town of Panagiurishte, AGRS to the town of Pirdop and auxiliary facilities. 3. Gas transmission pipeline to Bansko and Razlog Scope - design, supply of equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, AGRS to the town of Razlog, AGRS to the town of Bansko and auxiliary facilities. 4. Consulting services to support a Project Management Unit (PMU Consultant) Scope - to support the PMU in project management, procurement and technical matters, including preparation of tender documents and/or terms of reference/request for proposal documents, participation in tendering and contracting procedures, monitoring and reporting, management of Project implementation. The total budget for the Project is 21,8 million EUR, 50% will be funded by KIDSF and 50% by Bulgartransgaz EAD, including 200,000 EUR for consulting services, which will be 100% financed by KIDSF. Procurement is expected to begin in the first quarter of 2015. It will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and will be open to Tenderers/Consultants from the following eligible countries as of 1 October 2014: the EU member states, Switzerland and the EBRD’s countries of operation.
