Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy:  Comprehensive Land Claim Agreement: No Nature of Requirements:   EZ108-160700/A Leung, Janie (PWY) Telephone No. - (604) 666-8228 Fax No. - (604) 775-6633  Title:   North Landing Wharf Electrical Supply  Location:  Esquimalt Graving Dock, Victoria, BC  BID DEPOSITORY The General Contractor must obtain bids for the Electrical trade through BidCentral Online Bidding for Subcontractors (BOBS) according to its rules of procedure (www.bidcentral.ca/bobs). All questions regarding BidCentral Online Bidding for Subcontractors is to be referred to the BOBS Administrator as indicated in the BOBS rules of procedures.  The General Contractor must instruct the Electrical Trade Contractors bidding directly to the General Contractor to bid on the scope of the work as defined in the BOBS rules of procedures (e.g. trade definitions, specification sections etc.).  Notwithstanding anything else contained in this bid solicitation, no Bidder, General Contractor or Subcontractor or any other person or entity will have any claim whatsoever (including but not limited to aclaim of negligence) or any compensation of any kind whatsoever against Canada as a result of participation in or use of BOBS, or participation in the BOBS process, or as a result of the interpretation, application or non-application of their rules of procedure.  Work Description:  The project comprises of installation of a concrete encased ductbank, electrical and pumpstation vaults, new 25kV cable from the Service Entrance Substation to the Existing North Landing Wharf Substation (XNLWS), 3 duplexpump control systems, powered from the existing and modified XNLWS and Electrical Shop electrical distribution systems, commissioning of HV cable, energizing the XNLWS distribution system & removal of existing high voltage cable from existing Main Substation to the XNLWS.   Site Visit:  Contractors are strongly recommended to visit the site prior to submitting a tender for this work and to make inquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work.  An optional site visit is scheduled on Tuesday, January 19th, 2016 at 10:00 am PDST. Interested contractors are to meet at the PWGSC Project Trailer located at 825 Admirals Road, Victoria, BC.    Interested contractors are required to provide their name(s) and company name(s) to Donna Fung at (604) 666-9835 or by email to donna.fung@pwgsc.gc.ca by Monday, January 18th, 2016 at 3:00pm PDST if you will be attending the site visit.  The front gate commissionaire will only allowaccess to the site if previous visitor information is provided and names appear on the visitor list.    Contractors are reminded that the Esquimalt Graving Dock is a heavy industrial site and WCB approved hard hats andsafety footwear must be worn for the optional site visit.  Security Requirement: There is a security requirement associated with this requirement. At bid closing, the Bidder must hold a valid Security Clearance as indicated in section SC01 of the Supplementary Conditions. Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid.  Delivery Date:  The construction of the ductbank must be completed 32 weeks after Contract award, and the energization and demolition must be completed 12 months after the construction of the ductbank.
