Invitation for Bids
1. The People’s Republic of China has received a loan from the Asian Development Bank
towards the cost of Yunnan Chuxiong Urban Environment Improvement Project and it
intends to apply part of the proceeds of this loan to payments under the Contract named above.
Bidding is open to Bidders from eligible source countries of ADB.
2. Instrimpex International Tendering Co., Ltd (CNIITC, the Procurement Agent),
authorized by and on behalf of Lufeng Urban Construction Development and Investment
Co., Ltd (the Purchaser), now invites sealed bids from eligible bidders for the goods and
related services to be procured as briefly described as follows,

Municipal solid waste equipment (Street cleaning vehicles, waste collection
vehicles) (Contract No.: ELF1)
27 July 2016, 9:30 A.M.
The related services include inland transportation, insurance of the equipment to the project
location, and two times of training to the Purchaser, 10 persons for each, duration: 5-10 days.
Warranty: 1 year for complete vehicle and 2 years for key parts, including hydraulic system,
electric control system, engine assembly, gear box assembly.
The time of delivery: within 90 days after contract come into effectiveness.
Location of Project: Yunnan Lufeng County Environmental Sanitation Management Station
(No. 57, Huancheng Donglu, Lufeng County, Yunnan Province)
3. Only eligible Bidders with the following key qualifications should participate in this bidding:
I. Contractual Experience: Successful completion as main supplier within the last 3
years (2013-2015), of at least 2 contracts, each valued at CNY 12 million with
nature, and complexity the same or similar to the scope of supply described in
Section 6 (Schedule of Supply);
II. Technical Experience: The Bidder shall demonstrate that the goods offered have
been in production for at least 10 years, and sold a minimum of 30 units of similar
type and specification over the last three (3) years;
III. Production Capacity: The Bidder or manufacturer shall demonstrate that it can
supply the type, size, and quantity of the goods as required by Purchaser in
accordance with the Delivery and Completion Schedule in Section 6 (Schedule of
Supply). In addition, the manufacturer should Possess ISO 9001, ISO 14001 and
IV. Historical Financial Performance: Submission of audited financial statements or,
if not required by the law of the Bidder’s country, other financial statements
acceptable to the Purchaser, for the last 3 years (2013-2015) to demonstrate the
current soundness of the Bidder’s financial position. As a minimum, the Bidder’s
net worth for the last year (2015) calculated as the difference between total
assets and total liabilities should be positive.
V. Size of Operation (Average Annual Turnover): Minimum average annual turnover
of CNY 30 million calculated as total payments received by the Bidder for
contracts completed or under execution over the last 3 years (2013-2015);
VI. Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and
other finances sufficient to meet cash flow requirement which is CNY 5 million.
4. International competitive bidding will be conducted in accordance with ADB’s Single-
Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described
in the Bidding Document.
5. To obtain further information and inspect the Bidding Documents, Bidders should contact
Procurement Agent from 14 June 2016 to 27 July 2016 excluding weekends and holiday during
working hours 9:00-11:30, 13:30-16:30.
6. To purchase the Bidding Documents in English, eligible bidders should write to the
Procurement Agent’s address below requesting the Bidding Documents and pay a
nonrefundable fee of CNY 1500 or other equivalent foreign currency. The method of payment
will be on cash, cashier check or direct deposit (Name of Account: Instrimpex International
Tendering Co., Ltd, Account: Headquarter Office of Bank of China, A/C: 778350008768). The
Bidding Documents will be sent by courier. No liability will be accepted for loss or late delivery.
7. Deliver your bid to the Procurement Agent’s address below on or before the deadline:
9:30 a.m. 27 July 2016 together with a Bid Security as described in the Bidding Document.
Bids will be opened immediately after the deadline for bid submission in the presence of
bidders’ representatives who choose to attend.
8. The Purchase and the Procurement Agent will not be responsible for any costs or
expenses incurred by bidders in connection with the preparation or delivery of bids.
9. When comparing Bids, ADB’s Domestic Preference Scheme will not be applied in
accordance with the provisions stipulated in the Bidding Document.
