Invitation for Bids 1. The People’s Republic of China has received financing from the Asian Development Bank (ADB) towards the cost of Railway Energy Efficiency and Safety Enhancement Investment Program-Tranche 5, and intends to apply part of the proceeds of this financing to payments under the contracts named below. Bidding is open to Bidders from eligible source countries of ADB. 2. China Railway Corporation (“the Purchaser”) invites sealed bids from eligible bidders for the following supply of goods and related services: Lot No. Name of Goods Quantity Unit Place of delivery 501 OCS Working Car 6 set Please refer to “Schedule of Supply” for the details 502 Catenary Platform Car 4 set 503 Railway Motor Trolley 6 set Note: The goods and related services are grouped in Three Lots. Bidders shall have the option of submitting bids for one, any combination or all of the lots. Lots shall not be further subdivided for the purpose of bidding. 3. Main Qualification Criteria of Eligible bidders: • Size of Operation: The bidder must demonstrate a minimum annual turnover, defined as the total payments received by the Bidder for contracts completed or under execution over the past 3 years (2013-2015), it must be no less than : Lot 501: USD 8,100,000.00 equivalent; Lot 502: USD 350,000.00 equivalent; Lot 503: USD 3,100,000.00 equivalent. (Beijing Time) • Contractual Experience: The Bidder must have successfully completed at least 1 similar contract of bid equipment as main supplier since 2011. The value of each contract must be no less than: Lot 501: USD 2,640,000.00 equivalent; Lot 502: USD 110,000.00 equivalent; Lot 503: USD 1,020,000.00 equivalent. The nature and complexity of contract should be similar to the scope of supply described in Section 6 (Schedule of Supply). • Technical Experience: i. Bidder shall provide end-user certificate(s) from non-PRC railway authority/railway company or Railway Bureau, the business managing department of the operation managing Railway Company managed by China Railway Corporation, demonstrating that: • the goods offered with the same or advanced technical specifications have been in production for at least two years; and • the goods offered with the same or advanced technical specifications have been sold and have been satisfactorily in operation on the railway main line with a design speed of 200 km per hour (included) or above for at least one year and above. The certificate must state the product name, type and quantity and the name of the railway line where the product was used, the time of installation and the period of operation, as well as provide the copy of relevant supply contract. ii. For goods manufactured domestically which are required under applicable Chinese regulations to be manufactured under a license or administrative permit or Certification, the Bidder shall provide: (a) a copy of the relevant production license/administrative permit, and (b) If the goods has been included in the “CRC Certification Directory for the Product solely for Railway” (CRCC), the bidder shall provide the copy of the CRCC certificate. For Goods manufactured by foreign countries outside of PRC, the bidder shall provide a similar test report issued by the appropriate authority in the country of origin. iii. The Bidder must provide test reports as specified in Section 6, Technical Specifications, issued by independent testing laboratories or institutes iv. The Manufacturer of the goods must have the following quality management certifications: ISO 9001 or the same level certificates. 4. International competitive bidding will be conducted in accordance with ADB’s Single- Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible countries as described in the Bidding Document. 5.
