The United Nations Development Programme (UNDP) is supporting the Government of Zambia in a process to upgrade and extend the infrastructure of the central medical store in Lusaka, managed by Medical Store Limited, which operates as the main logistics service provider for the public health sector. The first phase of this project entails infrastructure additions and improvement for handling and dispatch of health commodities; the supply and installation of picking, manifesting and shipping conveyors, as well as of new carton flow rack trays and new small parts binning systems are an essential part of this. It is intended that additional equipment will be supplied and installed in the course of the mid 2016 in connection with implementation of the construction and adaptation works of this project. It is expected that additional equipment for receiving, storage and handling will be required in the additional phases of this project. The overall requirement of this Tender involves supply, delivery, installation, commissioning, and handover of the complete storage and conveyor systems  that form Phase 1a of this project and in accordance to the specifications described in Section 3a of this ITB.

Phase 2 of MSL central medical warehouse in Lusaka includes the following; construction of a high bay warehouse, receiving area, hard standings, walls and fencing (in addition to a few optional works to be executed on basis of budget availability which include; drivers accommodation, drivers ablution units & portions of roads & parking areas), all consisting on the requirements as outlined in Section 3, Section B, Project Detail and Scope of required works, of this ITB.

Bidders are required to note that an organized site visit and pre-bidders conference has been scheduled for 21st December 2016. Interested bidders are strongly encourage to consider participating in these sessions.

~~UNDP manages the HIV grant for the Global Fund approved for the Republic of Zambia. In collaboration also with other funding sources partially managed directly by the MoH, UNDP and the MoH intend to apply proceedings of the available funding to strengthen the infrastructure available at the central medical store in Lusaka, Zambia. Medical Stores Limited (MSL) is a parastatal agency co-owned by the Ministries of Health and Finance and responsible for storage and distribution of public health commodities in Zambia. MSL’s central warehouse, located in Lusaka, will need increased space and an upgrading of the current premises as described in Section 4 of this pre-qualification notice. MSL has seen exponential growth of the total throughput in volume and value of supplies during the last 5 years. This growth is partially due to increased coverage of treatment and care needs for HIV, Malaria and TB, and this thanks to MoH, GF, USG and other partners increased investment for coverage of the medicines and health commodities required for these three diseases. There is further increased coverage of secondary and tertiary health sector commodity requirements by the MoH budgets with an increased volume of supplies going through MSL as a result. The coverage of the primary health care commodity needs has also increased; further evolution form kit to indent systems for these commodities will also increase the space requirements of MSL central warehouse. While in 2008 the space of 7000 m 2 and average height of 8 m, of the Lusaka warehouse was sufficient to cater for the existing needs, there is now a need for over 36 000 pallet spaces and additional space for storage and handling. b) Scope of the Invitation for Pre-Qualification Both UNDP and the MoH plan to issue a tender to award a contract for the refurbishment and expansion of MSL warehouse in Lusaka, to eligible and qualified companies. It is foreseen that the scope of works to be executed under this tender will include the following main elements; a) Refurbishment of existing warehouse facilities b) Construction of additional warehouse facilities Only applicants meeting all the eligibility and minimum qualification requirements stipulated in this pre-qualification notice will be short-listed to participate in these tender process.

MSL’s central warehouse, located in Lusaka, will need increased space and an upgrading of the current premises as described in Figure 2, Page 37 and Section 9, Extract from concept note on MSL infrastructure of this RFP. One of the elements that need priority attention is the central temperature control system. The current system is not energy sufficient and uses up warehouse space due to the location of the conducts used to cool the air inside the warehouse. Such space can be better used for storage of health commodities. Energy consumption constitutes an important part of the operational recurrent costs incurred by MSL. In view of long term sustainability it is proposed to replace the current air-conditioning system with a new, energy efficient temperature control system and provide the warehouse with sustainable, solar  powered, energy supply to cater for a maximum of the total energy generation requirements. The project is part of UNDP and MSL efforts to use sustainable energy sources while providing quality storage and distribution services at costs that can be sustained without a negative impact on access to treatment and care for the Zambian population. Procurement and supply management are key elements of the grants of the Global Fund to fight AIDS, Tuberculosis and Malaria managed by UNDP and other partners in Zambia.  MSL/Medical Stores Limited is the central actor of the Ministry of Health for the storage and distribution of health commodities in Zambia. The supplies for the three diseases may cater for up to 40% of the total volume of supplies handled in the public sector. The last years have been marked by a dramatic increase of total volumes of health commodities handled by MSL. At the same time there have been plans to improve the handling capacity of this supply chain with enlargement of the Lusaka stores. The lack of sufficient space at the warehouse for storage and handling of supplies is affecting capacity and quality of operations and hampering the efforts of MSL to provide quality logistics services. The same can be said for office space required for its management: the increase in volumes to be handled, increased reporting and management requirements, and a steady obsolescence of hard- software available to MSL for management of the supply chain threatens the efficiency of the whole supply chain. UNDP financed the design of a Master Plan for MSL which describes requirements, layout and overall structure for the development of Lusaka central stores. MSL is now starting the process leading to the increase of its warehouse space and upgrading of its facilities in Lusaka. UNDP-GF provides an active support to this process financing the first phase of this development, which includes a new building for dispatch operations, with truck-bay and a cold room, a new office floor and a new gate for outgoing trucks. The increase of warehouse space will be accompanied by a modernization of the structures, equipment and systems, for long term sustainability. The use of energy efficient equipment have been identified as an essential element of the infrastructure enhancement strategy.
