The municipalities are responsible for ensuring access to veterinary competence in their area, c.f. the Animal Health Personnel Act dated 15.6.2001.
This contract is for ordinary working hours between 8:00 — 16.00 on weekdays. A separate contract has been signed for veterinary surgeon duty not covered by this notice.
The aim of the procurement is:
1. to ensure access to veterinary services in the municipalities during the day (8:00-16:00), Monday — Friday;
2. to ensure farmers with production animals access to veterinary surgeons during the day;
3. to ensure emergency help for both production animals and small animals;
4. to ensure stand-by for serious infectious animal diseases and maintain good animal welfare;
5. to ensure participation in preventive animal health work in cooperation with the municipalities and other actors;
6. in total to ensure animal welfare and safe food.
A scheme has been established with 150 000 NOK of operational support per annum per veterinary surgeon. The contracting authority would like to enter into a contract with 4 veterinary surgeons. The operational support exists to compensate for a lack of income resulting from the reduced number of farmers in the region with livestock husbandry. This scheme replaces the previous scheme with municipal grants to veterinary surgeons in Austrheim, Lindås and Radøy and the previous contract for municipal operational support for veterinary surgeons in Meland.

The Authority is seeking to establish a Framework Agreement for the supply and delivery of Veterinary Supplies. This Agreement will be sub-divided into 5 lots: General Veterinary Supplies; Human Pharmaceuticals; Veterinary Transaction Management Services; Veterinary Imaging Systems; Veterinary Instrumentation. The municipalities are responsible for organising clinical veterinary duty services.
The scheme with veterinary duties was established in accordance with the Act from 15.6.2001 No 75 on veterinary surgeons and other animal health personnel § 3 a.
The scheme with veterinary duties shall ensure that the municipality/municipalities establish a clinical duty for veterinary surgeons in all parts of the country, so that necessary veterinary help can be obtained outside ordinary working hours. The veterinary duty is a necessary part of the stand-by against serious infectious animal diseases and it is important for maintaining good animal welfare.
The award of the duty services has previously been made in accordance with a contract between the Norwegian Veterinary Association (DNV) and KS. The contract expired 1.7.2012. In order to practice the duty scheme in accordance with the current laws and regulations, the contracts between the duty districts and the veterinary surgeons will now be awarded as ordinary procurements.

This procurement is for the provision of veterinary duty services in duty district Etne municipality.
Three — 3 - contracts will be signed in the this contract to cover the need for veterinary surgeons in the duty scheme. Further details on the number of contracts that will be signed and the requirements for cooperation between the veterinary surgeons are in point 4.2 below and in the requirement specifications point 6 (Annex).
