The service is to be provided to Stafford and Surrounds and Cannock Chase patients totalling 268 000 patients who are registered with the 39 practices who have opted out of OOH cover under the GMS regulations. It is expected that the contract will be an APMS contract, the likely term is 3 years. The Occupational Health Unit is based in Stafford and primarily serves the needs of Staffordshire County Council employees and also a small number of local district councils and colleges. The appointed provider must provide an Occupational Health Physician who is a member or fellow of the Faculty of Occupational Medicine of the Royal College of Physicians United Kingdom or equivalent. The role will include the need to undertake clinical sessions to assist with the clinical workload in relation to management referral cases and pre-employment assessments. There will be a small number of health surveillance cases and it will also involve offering professional medical support/advice to the occupational health nurses on more complex clinical case and acting as the independent doctor for ill-health retirement cases for which administrative support will be provided by the County Council for report writing. The role may also include the requirement to carry out occasional workplace assessments and occasional home visits.

Prior to the national transfer of NHS responsibilities for the Commissioning of NHS Health Checks (NHSHCs) to Local Authority Public Health Departments (in April 2013), NHSHCs had been offered through NHS contracts with General Practices (GP's). However, not all practices wished to take up this option or had the capacity to deliver this service at a population level. The new Contract will be managed by a Prime Provider who will devise an overarching solution for the delivery of NHSHCs across the whole of Staffordshire and meet national and local targets for effective delivery of NHSHCs — during the life of the contract. For the avoidance of doubt this excludes the geographical area of Stoke-on-Trent, see Specification Appendix 1 A Map of Staffordshire. The Prime Provider will be responsible for ensuring all aspects of delivery and performance across all providers to which the Prime Provider sub contracts. GPs are envisioned as the ‘Preferred delivery mechanism' within the sub-contracting process but with alternative provision where GPs are not undertaking delivery or to enhance sub optimal delivery in priority areas. There are currently 111 of 124 Staffordshire GP's engaged in NHSHC delivery. The Prime Provider will be expected to work closely with Staffordshire County Council (SCC) Commissioners, Primary care and other key stakeholders (including the Staffordshire County Council Hub) to ensure delivery is within key parameters. The aim of the Service is to reduce levels of premature mortality (deaths) and morbidity (disease) related to Cardio Vascular Disease (CVD) through improved detection and management of CVD risk and related disease, via referral to healthy lifestyle intervention or appropriate medical treatment. (E.g. for high cholesterol levels, hypertension, smoking, obesity) The Prime Provider will work with SCC to design and evolve an effective local NHSHC Service optimising equality of access, uptake of the Service, the quality of the delivered Health Check and effective onward referral - working with local GP's and alternative Provider(s) to ensure that NHSHCs are seen as part of the holistic care of their patients. The Service will aim to contribute to the drive to reduce inequalities in health. This will be via the 'universal offer' of the NHSHC (to all eligible people in Staffordshire) and delivery of the NHSHC 'targeted offer' in the areas of greater need.
