Marketing Event: NHS England South (South Central) & (South West) - HMPs & IRC Dorset & Devon


This notice is to inform providers of a marketing event that will take place on the morning of Thursday 24th March 2016 at the Holiday Inn in Taunton, in relation to the re-procurement of services described within this notice. Further details regarding the venue and times will be issued to providers once they have expressed an interest and registered their details. NHS England South (South Central) and (South West) would like to invite interested providers to the marketing event regarding the provision of outcome focused primary healthcare services across prisons and an Immigration Referral Centre within two regions - Dorset and Devon. Provision of services will be in-house including physical health, mental health, substance misuse services and dental services. The procurement is likely to consist of 2 regional lots and include the establishments below: 1. Dorset - HMP (YOI) Portland, Young Offender Institute - HMP Guys Marsh - IRC, The Verne - Immigration Referral centre 2. Devon - HMP Channing’s Wood A Male Category C Adult Training prison with an Operational Capacity of 731 - HMP Dartmoor A Male Category C Adult Training prison with an Operational Capacity of 640 - HMP Exeter A Male category B Local prison with an Operational Capacity of 561 The expected service commencement date for the Devon prisons will be 1st April 2017. The expected service commencement date for the Dorset establishments will be 1st February 2017. Contract duration will be for 5 years (for both lots/regions) and will be a standard Alternative Provider Medical Services Contract (APMS) contract and Personal Dental Services (PDS) contract. The bid opportunity and procurement process is likely to be advertised formally in April / May 2016. This procurement is being carried out by NHS South, Central & West Commissioning Support Unit (SCWCSU) on behalf of the Commissioners. Provision of Primary Medical Services - Springbank Surgery

NHS Gloucestershire Clinical Commissioning Group is seeking expressions of interest from suitable organisations that would like to be considered to take on the contract to provide Primary Medical Services to the patients that are registered with the Springbank Surgery, Cheltenham (1,703 patients (actual) as at 1 December 2014). The agreement to be entered into by the CCG and the successful Bidder will be based on the APMS (Alternative Provider Medical Services) Contract. The contract will be awarded on the basis of: overall cost effectiveness, the ability to provide a quality service as per the service specification, demonstrable clinical governance systems and the ability to provide a local service that meets the needs of the local population. NHS Gloucestershire CCG intends to award a new contract for an initial period of 5 years with options to extend for 3 further periods, each of 1 year duration. The Department of Health defines non-emergency Patient Transport Services (NEPTS) as the “non-urgent, planned, transportation of patients with a medical need for transport to and from a premises providing NHS healthcare and between NHS healthcare providers”. NEW Devon CCG is actively partnering with Devon County Council in a three year Total Transport Project, which will be examining synergies between the different strands of public-sector transport in Devon. Patient Transport in Devon is an integral part of that work and providers will be part of the multi-organisational Transport Forum chaired by Devon County Council. We are seeking to tender the Non-Emergency Patient Transport Service (NEPTS) for all patients registered with a Devon GP. In constructing the tender we have taken steps to ensure that there is an attractive, clear and robust specification and workload for bidders to respond to. • We have removed the bulk high volume car-journeys from the system by looking to let the Frequent-Attendees Car Service as a separate lot through Devon County Council’s Dynamic Purchasing System (DPS). •We have focused the NEPTS contract on the core ‘traditional’ PTS workload looking to utilise multi-use vehicles to deliver an efficient and effective service. •Out of area patients and the smaller volumes between midnight and 7am will be let outside of the main NEPTS contract, through DPS, allowing bidders to choose whether they wish to add these parts onto the main NEPTS contract or not. •A booking service in partnership with the Local Authority will deal with initial contact from the public and manage the first line of authorisation and eligibility We are actively seeking flexible and solution-orientated companies who are keen to make a positive mark in the NEPTS market. Deprivation of Liberty Safeguards Independent Medical Practitioner Assessments

Adult Care and Support have a requirement for Independent Medical Practitioners to provide Mental Health, Mental Capacity and Eligibility Assessments under the Mental Capacity Act (2005) Deprivation of Liberty Safeguards. The aim of the Deprivation of Liberty Safeguards is to provide legal protection for those vulnerable people who are deprived of their liberty otherwise than under the Mental Health Act 1983, to prevent arbitrary decisions to deprive a person of liberty and to give rights to challenge deprivation of liberty authorisations. The safeguards apply to people who lack capacity to consent to care or treatment, who are suffering from a mental disorder and are resident in a hospital or registered care home. When introduced, the Government expected that the implementation of the safeguards would reduce the numbers of people deprived of their liberty in care homes and hospitals and to protect the rights of those that are. The Local Authority has a requirement to undertake Mental Health, Mental Capacity and Eligibility Assessments as mandated in the Mental Capacity Act (Deprivation of Liberty: Standard Authorisations, Assessments and Ordinary Residence) Regulations 2008 and in line with the activity and quality standards specified in this document. Since the Supreme Court cases of P v Cheshire West and Chester Council and P&Q v Surrey County Council Local Authorities have seen a 10 fold increase in applications under DoLS. In response, Cornwall Council has been required to agree a set of assessment priority criteria which will be applied to all incoming assessment requests and it is predicted that this will result in the DoLS Team completing approximately 600 full assessments each year. These assessments represent the cases that present most risk/complexity and form approximately one third of the total referral numbers. As part of the strategic plan to complete 600 assessments per year there is a statutory requirement that the majority of these will need an assessment carried out by an independent medical practitioner who has suitable experience and training under DoLS. The current estimate is that 400 people a year will need an assessment from a medic and this is the level of activity that the proposed framework agreement is based on. The proceeding procurement and contractual arrangements will serve to increase and maintain service quality which will be measurable by audit.

For transparency purposes only. The Medical Delivery Team (Med DT) required six items of medical equipment to be assessed to ensure the safe use of medical equipment on board military aircraft. The assessment, along with an assessment of compliance, is to demonstrate that this equipment conforms to airworthiness and safety requirements and Electro Magnetic Compatibility (‘EMC’) & Environmental Testing. All assessments are required to be carried out against the ‘Generic SPAME v5’ document which outlines the standards required for performing evaluations of this type. This requirement was competed under the Framework Agreement for Technical Support (FATS) STS franework agreement.

Aviation Support for British Forces Brunei

Provision of Aviation Support Service for British Forces Brunei for the capability to deploy, retrieve and supply exercising troops in a jungle environment and deployment for Humanitarian Aid and Disaster Relief. The Service is to include a medical evacuation capability for casualties, by means of winching, and a stretcher if necessary, accompanied by a Military medic, from point of injury to an appropriate Medical Treatment Facility. The Service will be provided through a Military Registered Civil Owned aircraft solution which will be operated by Military pilots. To provide a support solution that will be compliant with Military Airworthiness Authority regulations. The Service will be utilised for 1200 flying hours over 320 days per year, for 5 years, in all weather conditions within the operating limits of the aircraft, crew and local aviation rules. The approximate contract length is 6 years including transition to service to meet a delivery date of 1 Oct 2017.
