The TAS teams of medical and nursing staff operate from 8 units across England — Bristol, Oxford, Leeds, Sheffield, Liverpool, London, Birmingham and Manchester. The British Bone Marrow Registry (BBMR) is a division of NHS Blood and Transplant. The Northern Ireland and Scottish Blood Transfusion Services are participants in the service provided by the BBMR.

Expressions of interest are required from suitably qualified and experienced suppliers for the provision of Hematopoietic Stem Cell Services for BBMR. The Suppliers location should be based in Greater London.

The British Bone Marrow Registry (BBMR) is a division of NHS Blood and Transplant. The Northern Ireland and Scottish Blood Transfusion Services are participants in the service provided by the BBMR.

The BBMR supports HSC Clinical Transplantation Programmes for UK and International patients. It recruits prospective stem cell donors from the blood donor population. The donors are tissue typed and they are then available to be searched by accredited Transplant Centres or laboratories acting on their behalf for patients with leukaemia and other blood disorders. After further identification testing a donor may be selected as the final donor. The BBMR collects HSC products from donors between the ages of 18 and 60.

The finally selected donor is counselled and informed consent for the donation obtained. Donor counselling is currently performed by the BBMR in accordance with Human Tissue Authority (HTA) and World Marrow Donor Association (WMDA) requirements. Responsibility for this service can be undertaken by the service provider.

The donor must be medically assessed and fitness to donate the HSC product determined. The medical assessment of the donor includes the risk of disease transmission to the recipient.

The source of stem cells for First and Subsequent donations is from the Bone Marrow under General Anaesthetic (GA) as an inpatient, or Peripheral Blood stimulated by Granulocyte Colony Stimulating Factor (G-CSF) as an outpatient procedure. Subsequent donations for the same patient may also include blood lymphocytes.

For a peripheral blood stem cell collection donors receive a short course of G-CSF, 4 or 5 days. The successful contractor will prescribe G-CSF as Lenograstim, Granocyte®.

The service provider will procure, label and issue the HSC product, for distribution under direction from BBMR.

NHS England wished to commission a GP service for the patients currently registered at St Georges Medical Practice as a branch surgery of a local GP practice holding an existing GMS, PMS or APMS contract. St Georges is located in Worle, Weston-Super-Mare, North Somerset. This is an area of new housing which is set to grow in due to a number of new housing developments which are now underway.

This service was being commissioned due to the term expiry of the APMS contract on 30.9.2016 and following the decision not to award a contract as part of the previous APMS procurement exercise.

At time of tender, there were 3 482 patients registered at St George's Medical Practice. The weighted list size was 3026.48. The list size has been increasing and the population is set to rise in coming years due housing developments underway in the local area.

The provider has to meet GMS core hours, currently 8:00 to 18:30 5 days per week. During these hours the site will be expected to be open to deliver face to face appointments for patients currently registered with St George's practice and/or for patients of the main surgery for whom this would be a convenient alternative.

Any changes to opening hours will require NHSE approval and demonstrate that the effect on access will be at least neutral. Changes to hours or services will be subject to patient engagement and consultation which is the responsibility of the contractor.

The provider will receive the GMS price 80.59 GBP per weighted patient in line with other GP contracts locally.

The provider will be paid for enhanced services, premises reimbursement and the Quality and Outcomes Framework (QOF) in addition to the price per patient. As an indication the 2015-16 value of enhanced services was 10 407 GBP — QOF 33 860 GBP.

The service will be added to an existing GMS, PMS or APMS contract. This service had to be fully operational by 1.10.2016.

TUPE applies to the contract.
