RE-ADVERTISEMENT REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) COMESA TRIPARTITE CAPACITY BUILDING PROGRAMME (TCBP) The Common Market for Eastern and Southern Africa (COMESA) has received financing from the African Development Bank toward the cost of the Tripartite Capacity Building Programme (TCBP), and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy services to carry out an Assessment of Industrial Production and Industrial Performance Statistics in the Tripartite Free Trade Area. The main objective of the study is to undertake survey and assess industrial statistics and information management systems in the Tripartite Area with the view to formulating a programme to address the identified gaps. The survey data and information is the next process of developing comprehensive industrial databases at national and Regional levels as well as providing the basis for technical support for Tripartite Countries (T-Countries) to build their capacity to collect, compile and disseminate international comparable industrial statistics. The Common Market for Eastern and Southern Africa (COMESA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification. Zambia has published several NHDRs since 1997, each on a chosen theme of relevance to national development. The theme for the Zambia Human Development Report (ZHDR) 2014 is Industrialization in Zambia: Poverty Reduction through Wealth and Job Creation for Inclusive Development. The main objective of the Zambia Human Development Report 2014 is to understand how best a diversified industrial base can became the engine of inclusive and equitable growth, employment creation and a tool for poverty reduction. UNDP Zambia now seeks to recruit an Editor to undertake technical editing of the report in preparation for its printing.

GENERAL PROCUREMENT NOTICE ZAMBIA SNV TRADE AND INSTITUTIONAL CAPACITY BUILDING IN THE APICULTURE SECTOR (TICBAS) PROJECT (Africa Trade Fund) SNV Zambia has received a Grant from the Africa Trade Fund (AFTRA) hosted by the African Development Bank (ADB) towards the financing of the Trade and Industrial Capacity Building in the Apiculture Sector (TICBAS) Project. The goal of this project is to improve the livelihoods of producers, processors and traders of honey and bee products in Zambia by facilitating the expansion of trade and production. The objectives are to: i. Improve the capacity of traders, processors and producers to comply with SPS measures. ii. Improve the capacity of SPS authorities to perform regulatory functions including surveillance and monitoring of SPS risks in the honey sector. iii. Improve the awareness and national coordination among traders, producers, processors and consumers of quality standards and food safety issues around honey and bee products. The project includes the following components and activities: Improving capacity of traders, processors and producers to comply with SPS measures: This component will entail consultancy services to train producers, processors and traders in SPS, food safety, traceability and control; mobilization and engagement of producers, traders and processors and establishing public private and PAB. Improving the capacity of support services for management and monitoring of SPS in the honey sector: This will entail establishment of databases for pest and disease and surveillance system; provision of IT hardware and software; drafting revised food safety and SPS measures to establish traceability system and training of Ministries, departments and agencies in SPS management and monitoring, testing and certification; provision of surveillance equipment; development of information pamphlets and TV documentaries. The procurement methods to be used will include but not be limited to shopping, using procurement method for individual consultants and selection based on consultant’s qualifications (CQS). Development Of An Environmental And Social Management Framework (esmf) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES ? FIRMSSELECTION) COUNTRY: Southern African Power Pool region NAME OF PROJECT:  Southern African Power Pool Program for Accelerating Transformational Energy Projects Grant No.:H9890 Assignment Title: Development of an Environmental and Social Management Framework (ESMF) Reference No. (as per Procurement Plan): SAPP/C/08/2014) The World Bank is preparing a Program with the Southern Africa Power Pool(SAPP) to help accelerate preparation of priority regional power generation and transmission projects in the region of the SouthernAfrican Power Pool. The Program Development Objective is "to facilitate the preparation of priority regional energy projects in theSouthern African Power Pool region". Scope ofProgram: The Programwill support preparation activities of large complex regional energy projects (including technical, economic and financialfeasibility studies, environmental assessments, legal documentation and financial transaction advisory work) throughout theSouthern Africa Power Pool member countries. The TA project will not finance any infrastructure or physical activities, which couldcause adverse environmental or social impacts and effects. However, the TA project will finance detailed studies for potential newgeneration and transmission projects that might have future environmental or social impacts, if and when these investmentsmaterialize. The projects to be supported have notyet been selected. To provide technical guidance for environmental and social assessment and management a key instrument will be anESMF. This instrument (as opposed to an ESIA ? Environmental and Social Impact Assessment) is chosen because the specific portfolioof projects is not yet known, the locations, dimensions and designs for the larger investments (e.g. thermal or hydropower plants,transmission lines) and their specific locations are not yet defined, and a detailed assessment of potential environmental andsocial impacts is thus not feasible at this time. The ESMF will be prepared in line with international good practice and theWorldBank's environmental and social operational policies ("safeguards policies") and take into consideration national environmentallegislation, as far as applicable. Objectives of consultancy assignment The main objective of this assignment is to develop an environmental and social management framework(ESMF), including the collection of all required data, information and materials. This shall provide clear, comprehensive andpractical guidance to the Client (the SAPP) on integrating an environmental/social due diligence process into the TA Programimplementation. The ESMF will at a minimum (i) identify allrelevant potential environmental risks andsocial concerns that may arise as a result of the proposed Program and the projects that it willsupport; (ii) specify appropriateroles and responsibilities of involved actors and parties; (iii) develop a screening and assessment methodology for potentialprojects, that will allow an environmental / social risk classification and the identification of appropriate safeguardsinstruments; (iv) develop environmental and social criteria for screening and prioritization within a portfolio of potentialprojects and activities; (v) outline the required procedures for managing and monitoring environmental risks and social concernsrelated to the projects,and develop the TOR for appropriate safeguards instruments (such as ESIAs, SEMPs, RPFs, RAPs, IPPs, and /or strategic, sectoral or regional studies) as appropriate and required; (vi) determine the training, capacity building andtechnical assistance needed to successfully and effectively develop and implement the required safeguards instruments forinvestments planned during the TA Program; (vii) establish the funding required to implement the ESMF requirements; and (viii)provide practical information resources for implementing the ESMF. After the completion of the assignment the Client should be knowledgeable onthe key due diligence issues to be expected within the project portfolio identified under the TA Program, and have the capabilitiesand capacity to manage them in line with international good practice. Required Qualificationsand Experience This Consultancy will be executed by a firm with a proven track record inenvironmental assessment and management projects, as well as sector-specific experience in the energy sector. The firm should beable to field multinational teams, covering at a minimum areas such as: terrestrial and aquatic biodiversity, hydrology andhydrogeology; pollution management; strategic/ cumulative impact assessment; environmental and social assessment and management oflarge energy and infrastructure projects; social impacts assessment, resettlement and compensation planning; physical culturalresources; indigenous peoples management; trans-boundary impacts; operational modelling and optimization (of hydropowerfacilities); andpollution management technology (for thermal power plants). The team needs to be capable of speaking and writingEnglish with high level ofproficiency and firm command of technical and scientific terminology. The TeamLeader should have anacademic degree in a relevant field (environmental sciences, biology, geology, environmental engineering etc.) and at least fifteenyears of relevant professional experience in conducting environmental assessment and managing assignments in the energy sector,orclosely related sectors (e.g. infrastructure, industrial pollution management). Furthermore the Consultant Firm will have ademonstrable experience and knowledge of applying the World Bank's environmental and social safeguards and working with localcommunities on land, resettlement and livelihoods issues. Knowledge of, and previous regional experience in the geographic,socio-economic and environmental context of the SAPP region would be an important advantage.
