The European trade policy and investment support project (EU-Mutrap) aims to support Vietnam's Ministry of Industry and Trade in facilitating sustainable international trade and investment through improved capacity for policymaking, policy consultation, and the negotiation and implementation of related commitments, particularly vis-à-vis the EU. EU-Mutrap is expected to start in June 2012 and will last approximately 5 years. The service contract concerns the provision of TA services to the Government of Vietnam for the implementation of the project, including the provision of: (i) technical expertise tasks, including: provision of advice on policy matters and legislation, and other specific technical expertise, training and other related tasks as needed, including, but not limited to, the following fields: strengthen the EU–Vietnam trade and investment relations, negotiation and implementation of an EU–Vietnam FTA and of multilateral, regional and sub-regional trade commitments; improve environmental and social implementation issues in trade and investment-related policies and legislation; improve access to information, regulations and market opportunities relative to Vietnam's international trade and investment commitments; increase stakeholder participation in the trade and investment policy development process; and enhance capacity among the business sector to comply with European market access requirements; provide flexible assistance to support EU–Vietnam dialogue in economic areas addressing important urgent trade issues; and (ii) administrative, preparatory and ancillary tasks relating to planning, monitoring, reporting on project components, procurement, and financial management.
