The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit a competitive firm fixed-price contract for Blue River Spillway Gate Rehabilitation. The purpose of this project is to fully rehabilitate the existing spillway gates at Blue River Dam to restore integrity and reliability in accordance with current codes, design criteria, and standards for these critical structures. More specifically, this work will fully rehabilitate one gate with the option of a second gate to current design standards, improve reliability of the gate and emergency power systems, and decrease environmental and fall hazards. This includes the design and construction for the Spillway gate structural, electrical, controls, mechanical, protective coating system, and related appurtenances. The existing system includes two Spillway gates, mechanical hoist machinery, and electrical controls for operating the gates. Specific project features include: a. Adding structural reinforcement, including cover plates on the end frame strut arms and stiffeners on the outer ribs of gates b. Replace gate seals c. Replace trunnion bearing system d. Replace hoist machinery, including position indication, limit switch equipment, and wire ropes e. The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit a competitive firm fixed-price contract for Hills Creek Spillway Gate Rehabilitation. The purpose of this project is to fully rehabilitate the three existing spillway gates at Hills Creek Dam to restore integrity and reliability in accordance with current codes, design criteria, and standards. More specifically, the mandatory work will fully rehabilitate one gate system including mechanical and hoist machinery and system electrical and controls with the option of rehabilitating a second and third gate structural, mechanical and hoist system to current design standards. Specific project repair and upgrade features include: a. Strengthen hydraulic steel structures including replacement of spillway gate end frames, gate arms and trunion assembly. The trunnion assembly will be sealed from outside elements and utilizes a self lubricated bushing. b. Replace spillway gate seals. c. Replace/Upgrade gate hoist equipment. d. Replace/Upgrade gate guide rollers on the ends of the horizontal girders with a self-lubricated composite bearing. e. Replace electrical control panels for all three gates. Provide re-conductoring of electrical gate control equipment up to the breakers in the spillway gate main sub-panel and re-conductoring from the SQ1 panel to the DCQ panel including breaker replacement. f. Machinery platform lighting will be removed/replaced with receptacles for portable floodlights. g. Installation of local control station with (deadman style) pendant receptacle and digital gate position indicating meter. h. Installation of portable generator receptacle located at SQ1 for emergency feed of spillway equipment. i. Replace all damaged or missing hand rails, guard rails and fall protection equipment. j. Install secondary containment around all oil and grease containing machinery to reduce environmental contamination in case of a spill. k. Install staff gauge on all three gates as back up to mechanical indication. l. Replace/upgrade local indication of all three gates and limit switches to improve reliability. The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit a competitive firm fixed-price contract for The Dalles East Fish Ladder Auxiliary Water Supply Emergency Backup System. The purpose of this project is to construct, per provided plans and specification, an emergency backup supply of water to the auxiliary water system (AWS) that feeds the existing fish ladder at the Dalles Dam. A single 10-foot-diameter (inner diameter) conduit will convey the design discharge water by routing flow through a concrete monolith into a new concrete value vault buried under the downstream parking lot, and discharging into the existing auxiliary water supply chamber through 2- 7 foot diameter holes through the concrete ladder walls. In order to accommodate a 10' bore through the existing dam a precast concrete structure will be place in the pool with a steel cofferdam system. Upstream work will require extended diving operations in depths of approximant 70 feet. The emergency backup system consists of the following major features: a. Upstream underwater concrete foundation for precast units. b. Precast pier segments with guide slots for closure gate, dewatering bulkheads, and trash-racks. Segments are expected to weigh approximately 320,000 lbs. each. c. Attachment of the precast piers to the dam face and grouting of the joints. d. Dive work requirements (Depths of approximant 70 feet). e. Fabricated Hydraulic Steel Structures (HSS) (closure gate and dewatering bulkheads) f. Fabricated steel trash-racks. g. Modification of Monolith 5 deck guardrail. h. A 10-foot and two 7-foot diameter steel penstocks. i. The penetration bore hole through Monolith 5. The inlet is to be a bell-mouthed circular conduit inlet normal to the dam face. j. Several concrete thrust blocks for 10-foot-diameter and 7.5-foot-diameter supply conduits. k. Pipe supports for the 7-foot diameter penstocks spanning the junction pool. l. Concrete valve rooms with personnel access and work access platforms. m. Removal and replacement of AWS concrete deck for pipe installation. n. A 10-foot-diameter butterfly valve and two 7-foot-diameter butterfly valves. o. Two 10-foot orifice plates for energy dissipation. p. Two 7-foot orifice plates for energy dissipation. q. Pipeline venting. r. Drain pipe system including isolation valves and check valves. s. Three 20 ton Steel lifting beams. t. Electrical lights, receptacles, disconnect switches, and remote control stations for the valves and the valve rooms. u. Replacement or relocation of water, sanitary sewer, and storm sewer mains and other components. v. Repave asphalt parking lot and drives within the construction area.
