Article 42 of The Planning (Northern Ireland) Order 1991 charges the Historic Environment Division (HED) of the Department of Communities with the statutory duty to compile lists of buildings of 'special architectural or historic interest'. HED prioritises its listing activity on a systematic area based resurvey (The Second Survey) undertaken largely in-house. HED may also choose to commission one off ('ad-hoc') surveys, comprising a written and photographic record, detailed history and analytical evaluation. The contract resulting from this procurement will fulfil this function. The contractor will undertake 20 full and 10 partial surveys (histories only) to a prescribed standard for an initial batch of 30 buildings with additional surveys as required (approx. 100) over the contract period. In addition to building recording and research, the contractor must demonstrate expertise in C20th architectural history, industrial archaeology, religious and vernacular/traditional buildings. The duration of the contract shall be for a minimum of 2 years but may be extended by the Employer for 2 further 12 month periods to give a possible maximum term period of 4 years.
