ThisRequest for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July2014.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy fortheDevelopment of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards thecost of the Development of a National Compendium of Statistical Concepts Consultancy service.
Theassignment will last for a period of 1 Months with an option for extension subject to satisfactory performance expected to startMarch/April 2016.
Theconsultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of theassignment below.
1. Objective of the Assignment
To prepare National Compendium of Statistical concepts anddefinitions for the South Sudan NSS.To build capacity at the NBS and MDAs to build on the compendium and use it.To create buy-in from other stakeholders to ensure that the compendium is applied wheneverrelevant.
2. Scope ofService
All of theabove tasks will be conducted by the consultantin close collaboration with the Statistical Production Directorate, MDAs, NCT andexternal experts working with NBS staff. The consultant will perform but not limited to the followingactivities;
a) Draft National Statistical Compendium of Standards, Classifications, Concepts and Definitions
b) Draft sectors compendiums ;
i) Crops, Livestock, Forestry, Wildlife,Environmental and Fisheries Compendium
ii) Hotels, Restaurants, Tourism,Recreation, Sporting, Information and Communication Compendium
iii) Health, Education, Human Services, Population and Vital StatisticsCompendium
iv) Industrial, Petroleum and Mining Compendium
c) Collects and CompileStatistical or sectoral concepts and definitions within the context of SouthSudan.
d) Standardizes all theSouthSudan concept and definitions with international best practices
e) Perform any other task related to theactivity as directed by the NBS.
3. Selection Criteria:
The candidate shouldhave following qualifications and experience:
(a) Holds a Master or Bachelor degree in Statistics, Mathematics or other a relevant discipline;
(b) Have at least ten years of relevant experiences instatistical capacity, with experience in survey methodology and statistical standards
(c) Relevant experience in Preparing National Compendium ofStatistical Concepts and definitions in the East Africa countries.
(d) Demonstrates significant experience in preparation ofNational Compendiums of Statistics, capacity building, training, strategy development, applying technical solutions to addressprogrammatic issues and implementation; and
(e) Good capacity for and experience in knowledge transferand excellent communication skills.
(f) Excellent command in written andspokenEnglish
The NCT of the National Bureau of Statistics would therefore like to invite eligible individual applicants toindicate their interest in providing the above mentioned services. A Consultant will be selected in accordance with the procedures set out in the World Bank'sGuidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits &Grants by World Bank Borrowers dated January 2011.
