Hertsmere Borough Council seeks a suitable qualified contractor to undertake Vehicle Maintenance from it’s 3 bay workshop at Cranborne Road depot in Potters Bar. The vehicles to be maintained include refuse collection vehicles, street cleansing vehicles, recycling vehicles and general vans. The fleet comprises a total of 43 vehicles with additional vehicles hired during busy periods. Types of vehicles within the fleet include RCVs, cage tippers, mechanical sweepers, grab lorry, and vans. The majority of the vehicles are based in the Councils Cranborne Road depot, however some are based in the Engineering Services depot in Borehamwood. In the case of these vehicles it is the Councils responsibility to ensure the vehicles are transported to Cranborne Road depot. This is a restricted procedure being used to procure a DPS for subcontractor support to supplement in-house responsive repair and maintenance teams for properties across Cornwall. Use of the DPS will be available to any subsidiary company of CORSERV Limited, but will be primarily used by Cornwall Housing Ltd. Suitably qualified and competent contractors will make up an approved list of companies that will work in partnership to deliver responsive services or works for repairs and maintenance on an as and when basis, to meet the demands of peaks and troughs and to utilise specialist companies for services or works not currently carried out by internal teams. The DPS will be divided into categories, with trades being used for each category to encourage SME participation. Evaluation for round one is extended to accommodate the expected number of submissions, the DPS start date is after all round one evaluations are completed. Evaluations for following rounds will be completed within 10 days of submission.

The Authority has a requirement for the fleet management of earth-moving, engineer construction and materiel handling capabilities required to undertake tasks in the United Kingdom (UK), on deployed operations and overseas. A Dynamic Pre-Qualification Questionnaire has been published on Defence Contracts Online for interested parties to complete and submit by 17:00 on Wednesday 31.5.2018. The requirement is currently delivered through the following three contracts: CVehicles (EVP/7) – Comprises of engineering, construction and plant equipment to enable manoeuvre, construction, logistics, force protection engineering and life support. Provided under a Private Finance Initiative contract ending in 2021, whereby the current equipment fleet is. Owned by the contractor and loaned to MOD on demand. Protected Plant (OSVP/0011) – Engineering Plant protected against a range of blast and ballistic threats. The small protected construction plant fleet is owned by MOD and supported by industry under a contract also ending in 2021. Defence Mechanical Handling Equipment (DMHE) (SPPT/0015) – Pure Commercial off the Shelf mechanical handling equipment across Defence and as part of the logistic supply chain. It is currently almost entirely provided under the DMHE contract, ending in 2020. The equipment fleet is owned by the contractor and provided to MOD on a period lease basis. MITER seeks to bring these 3 separate arrangements together under a single fleet management and support/service provision arrangement from 2020. The primary role of the MITER contractor will be to manage and sustain the combined construction and mechanical handling equipment. Fleet in the United Kingdom (UK), on deployed operations and overseas environments. As the existing arrangements have different expirations date, a transition approach into project MITER may be required. Currently, this combined activity consists of approximately 4 600 pieces of equipment at approximately 300 locations in 14 countries. The domestic property portfolio of the Council comprises a mixture of social housing (approximately 13,500 properties in number) and other properties. The Council has 20 properties containing passenger lifts (made up of high rise and sheltered properties). Scope - Lifts Installation Upgrades - Planned Lift Maintenance - Responsive Lift Repairs Structure The Council has concluded that its requirements are best achieved by procuring a Framework Agreement with one Contractor delivering all elements (installation, repair and maintenance). This provides continuity of responsibility from installation through to repair and maintenance. The following shows the structure of the Framework: - Framework Period – 2 Years (with an option to extend for a further 2 years) - Estimated Contract Value over 2 years - 1,324,500GBP - Estimated Contract Value over 4 years - 1,550,000GBP - Ordering Mechanism – Direct award based on the Schedule of Rates & Lump Sums Description of the Works Lift Installation Upgrades The following programme of lift upgrades is expected to be delivered via this Framework Agreement. To carry out the repairs and maintenance for both council housing stock and corporate properties and restoration of void properties to council housing stock located within the geographical boundaries of the East Riding of Yorkshire (ERY). The Council is unable to guarantee this value or any volume of work. The tenderer must make whatever investigations/enquiries deemed necessary to ascertain a fully inclusive tender capable of fulfilling the specified requirements. This contract is split into 5 lots Lot 1 will cover the Beverley Housing Depot area for Council Housing Stock Lot 2 will cover the Carnaby Housing Depot area for Council Housing Stock Lot 3 will cover the Goole Housing Depot area for Council Housing Stock Lot 4 will cover Plumbing for Council Housing Stock for the entire ERY area Lot 5 will cover corporate properties for the entire ERY area including schools. This includes some minor consequential works. One supplier will be appointed to each lot.
