The Council wishes to appoint a competent contractor to finance, supply, install and maintain PV solar panels to Council buildings across the entire Highland area. The Council wishes to be at the vanguard of energy improvements and home carbon reduction, seeking to undertake works that will give lower cost renewable energy to premises and maximise the opportunity for dwellings across all of the Highland area, establishing urban, rural and extreme rural solutions that will benefit all equally and demonstrate good practice within the ethos of fairness for all. PV Supply Arrangement The Authority is seeking a partner for the provision, installation and finance of photovoltaic (PV) systems on Council roofs. The opportunity will include housing, schools, sports centres, industrial buildings and offices. The systems will be supplied, installed and maintained by the provider in return for a fixed income- rental fee to the Council, providers will be able to consider additional community benefits, tenant energy reduction funds and "carbon clever" participation. The provider can include area based deployment that allows home owners and businesses, social enterprises and communities to participate in the opportunity. The council are open to discussions on the financing of these installations, essentially though this project needs to be financed out with the council. The preferred arrangements would include; - Supply and installation of solar arrays to houses and properties, including all necessary approvals, scaffolding, wiring, connections, supports and components. - The potential provision of energy storage to maximize the utilization of the energy produced or other systems or eduction that maximizes on using energy within the building that the PV resides. - Undertaking of all structural surveys, asbestos surveys and approvals from Council and statutory undertakings. - Completion of agreements with DNO. - Provision of commissioning and all electrical connections to the property in accordance with MCS and IEE Wiring Regulations (BS 7671:2008). - Provision for removal up to4 times in the first 10 years for roof maintenance with complete reinstatement. - Provision of a repair and maintenance service on a 24/7 365 basis. - Provision of external enclosures for all inverter, metering system and isolation devices. - Provision of annual testing and structural checks with provision of records to the Council. - Provision of electricity to premises on a no-cost basis or on a cost basis. The council would consider different options to facilitate this. - Provision of a live portal and monthly reports on the generation and performance of the systems.
