The Council has a requirement for suitably accredited and qualified Contractors to provide testing, servicing, repairs and maintenance services and installation works in relation to domestic Heating and Hot Water Systems powered by natural gas, oil, solid fuel and solar thermal energy in order to discharge its duty of care and statutory obligations. In addition the Council has a requirement for suitably accredited and qualified Contractors to provide service, repairs and maintenance services and works in relation to both hard wired and battery operated heat detectors, smoke detectors and CO detectors in order to discharge its duty of care and statutory obligations. The requirements under this contract relate to HHWS installed within an estimated 9,832 properties in total across the borough. In order to meet its requirements, the Council intends to establish a term contract of four (4) lots as follows: Lot 1 - Service, Repair and Maintenance of Heating and Hot Water Systems, Heat Detectors, Smoke Detectors and CO Detectors in the Upper Rhymney Valley; Lot 2 - Service, Repair and Maintenance of Heating and Hot Water Systems, Heat Detectors, Smoke Detectors and CO Detectors in the Eastern Valleys; Lot 3 - Service, Repair and Maintenance of Heating and Hot Water Systems, Heat Detectors, Smoke Detectors and CO Detectors in the Lower Rhymney Valley; Lot 4 - Prioritised Installation of new heating and hot water systems - Borough wide. The initial contract term will be for a period of four (4) years with the option to extend for up to four (4) further periods up to twelve (12) months each. The anticipated annual spend for the contract over all lots is estimated to be £14 million subject to requirements for the full duration of the contract including the extension options. The Council intends to appoint one (1) Tendering Organisation to each lot of the contract and Tendering Organisations are restricted to appointment to one (1) lot only. The Council is looking to establish a Housing Repair Operations Support Framework contract (the “Framework Agreement”) of four (4) lots. The Council wishes to appoint experienced contractors to provide labour and materials under this Framework Agreement. The appointed contractors will be used to support the Council’s own in-house HRO workforce in providing a reactive and planned maintenance service for Council owned domestic properties during periods of peak demand. The four (4) Lots of the Framework Agreement are as follows: Lot 1 – General Building Works, Lot 2 – Electrical Works, Lot 3 – Plumbing Works, Lot 4 – Decorating Works. The appointed providers in all lots will be required to undertake works in both tenanted and untenanted properties. The works covered by this Framework Agreement comprise Reactive and Planned Repairs and Maintenance works with the potential for some minor alterations and improvement works. ‘Reactive Repair and Maintenance works’ are considered to be works that are carried out, usually at the request of the tenant, to repair damage to or replace an item or structure of the building. These works comprise day-to-day emergency repairs together with short-term works to rectify immediate problems, e.g. patch repairs to a roof. ‘Planned Repair and Maintenance works’ are considered to be works that are pre-planned. These works will tend to be larger in value and incorporate several items from the relevant schedule of rates. The Council has awarded a framework agreement for the supply of services in respect of the provision of a plant machinery mechanic(s) to undertake the servicing, breakdown repair, and maintenance of highway mobile plant. The Framework Agreement will consist of a number providers under a lotting structure. The Framework Agreement will be administered and the work allocated by the Council Highway Department as they see appropriate.
