Linc intends to establish a Dynamic Purchasing System (DPS) to procure a range of reactive maintenance works and services across its portfolio of properties in South Wales. Reactive maintenance works and services are those which comprise day to day emergency repairs together with short term items to rectify immediate problems. These are for ad hoc works that are outside of our existing repairs contracts that we have in place. The anticipated period of the DPS will run from the date of signing of the earliest DPS Agreement (likely to be 30 January 2017), for 2 years with an option to extend for a further 2 years. The nature of the works means that it is not possible to provide any accurate estimate of spend over the life of the DPS. For indicative purposes only Linc’s reactive maintenance budget against all areas covered by the DPS for the financial year 2016/17 excluding VAT, budget is £1,900,000 for all reactive repairs. Of which these ad hoc repairs make up a proportion of that expenditure. The contract will include major and minor construction works for a range of residential and care buildings. Once successful contractors are allocated against each lot, we will then operate on a quick quote basis, on Sell2Wales for each package of work, and only contractors within that list will be approached to quote. The works primarily involve the adaptation of domestic properties as a result of the approval of a Disabled Facilities Grant or any Discretionary Grant awarded to the applicant. To support this area ILS operate a "Grant Agency Service" that provides a professional, technical and administrative service to the clients (service users). Put simply, the Council provides a service whereby the service users can appoint the Council to administer the grant on the service users' behalf whilst working closely with health professional such as the Community Occupational Therapy Service to ensure that the service users' needs are fully met. A single provider has been awarded this lot and the scope of the lot includes the following. Responsive Repairs This work generally comprises of: - Work in occupied properties / communal areas - Work is generally instigated at the request of the tenant / occupier - Predominantly this will be singular activity work (for example – Renew ceiling including painting on completion) but may involve associated works (for example – removal or replacement of a radiator for plastering a wall). - This work could also comprise of annual gas service or periodic electrical testing on request. - There are three main priorities of work: - Emergency: Response within 2 hours and completion within 24 hours - Urgent: Response and completion within 5 working days - Routine: Response and completion within 25 working days Vacant Repairs This work will generally comprise of: - Work in un-occupied properties - Work is generally instigated at the request of the void management team. - Predominantly this will be multiple activity work. The domestic property portfolio of the Council comprises a mixture of social housing (approximately 13,500 properties in number) and other properties. Maintenance of these properties is undertaken by the Council via a mixture of in house provision and external contractors. Structure of the Framework The Council is proposing to let a Framework agreement for the provision of domestic building maintenance services, which would require the Successful Contractors providing responsive, planned, and vacants support to the Council.
