Invitation for Bids
1. The Government of Andhra Pradesh (GoAP) through the Government of India (GoI)
(hereinafter called “Borrower”) has applied for financing from the Asian Development Bank
(ADB) towards the cost of Visakhapatnam–Chennai Industrial Corridor Development
Program – Project 1. Part of this financing will be used for payments for the following civil

2. Andhra Pradesh Road development Corporation (APRDC, the “Employer”), invites
sealed bids from eligible bidders for the construction and completion of above mentioned works.
The road works consist of widening and strengthening of existing two lanes to standard 4-lane
carriage way and construction of grade separator (Trumpet) at NH16 junction. The cross
drainage works include reconstruction and widening of culverts and bridges. Some new
structures may also be constructed based on requirement. The items of work includes
Earthworks, Granular Sub-base, Wet Mix Macadam, Dense Bituminous Macadam, Bituminous
Concrete, Plain/Reinforced Cement Concrete, Well foundations, Protection works, Concrete
Lined Drains, Road Furniture and other miscellaneous works. Miscellaneous works includes
provision of protection measures for cut slope, construction of retaining wallers, breast walls and
wing walls, road furniture, etc. Environmental and Social management aspects also form a
component of the project.
3. National Competitive Bidding will be conducted in accordance with ADB's Single-
Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries
as described in the Bidding Document.

6. A complete set of bidding documents (and additional copies), in English, may be
purchased by interested eligible bidders from 16 January 2017 upon submission of a written
application to the address given above and upon payment of a non-refundable fee through
DD/Banker’s cheque, Rs.28,625/- or USD equivalent (towards cost of Bid document Rs.
25,000/- & towards sales tax (VAT) @ 14.5% Rs. 3,625/-) in favour of Pay and Accounts Officer,
(Works & Projects), Vijayawada, payable at Vijayawada. This mode of payment shall be in the
form of DD for domestic bidders and in the form of Banker’s cheque in case of foreign bidders.
7. Bidding documents requested by mail will be dispatched by registered/speed
post/courier on payment of an extra amount of Rs.2,000/- for domestic shipping and Rs. 5,000/-
or USD equivalent for overseas shipping per set of document through a DD/Banker’s cheque
drawn in favour of Chief Engineer (R&B) CRN & Managing Director, APRDC, payable at
Vijayawada. No liability will be accepted for loss or late delivery.
8. Deliver bids:
• To the address above.
• On or before the deadline IST 12:30 hours 14 February 2017.
• Together with a Bid Security of amount in Indian Rupees as per ITB19.1 of the Bid
Data Sheet in the Bidding Document.
• Bids will be opened at IST 13:00 hours on 14 February 2017 in the presence of
bidder’s representatives who wish to attend the opening of bids at the address
above.
• Late bids will be rejected.
9. A pre-bid meeting will be held on 31 January 2017 at 11:30 A.M at the Office of The Chief
Engineer (R&B) CRN & Managing Director, A.P.R.D.C., ‘A’-Block, 5th floor, Anjaneya Towers,
Ibrahimpatnam, Vijayawada, Andhra Pradesh, India, to clarify the issues and to answer questions
on any matter that may be raised at that stage as stated in Clause 7.4 of ‘Instructions to Bidders’
of the bidding document.
