The U.S. International Trade Commission (USITC) is an independent, quasi-judicial federal agency established by Congress with a wide range of trade-related mandates. The USITC's mission is threefold: to administer U.S. trade remedy laws in a fair and objective manner; to provide the President, the U.S. Trade Representative (USTR), and the Congress with independent, quality analysis, information, and support on matters of tariffs and international trade and competitiveness; and to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the USITC serves the public by implementing U.S. law and contributing to the development and implementation of sound and informed U.S. trade policy. The USITC has a requirement for Heating Ventilation and Air Conditioning (HVAC) Preventive Maintenance and Repair Services. The successful Offeror will be selected on a best value basis. The associated North American Industrial Classification Code (NAICS) for this procurement is 238220, with the SBA's small business size standard maximum of $15 million in average annual receipts. This requirement is set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Only quotations submitted by SDVOSB concersn will be accepted by the Government. The attached solicitation (ITC-RFQ-16-0004) is for commercial items, prepared in accordance with FAR Part 12 and FAR Part 13. It is the responsibility of the Offeror to be familiar with the incorporated provisions and clauses. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85, effective December 4, 2015. The USITC anticipates awarding a hybrid Firm Fixed Price/Time & Materials Purchase Order as a result of this RFQ. The Purchase Order's period of performance is anticipated to include a 12 month base period plus two 12-month option periods. The award will be made to the Offeror whose quotation represents the best value to the Government. It is the responsibility of the Offeror to monitor this site for any amendment(s) that may be issued to the RFQ. All responsible sources may submit a proposal as outlined in the RFQ, which will be considered by the agency. All questions must be received in by the Government, in writing via email to the Contracting Officer, on or before Monday, January 11, 2016, at 2:00 PM Eastern Time. Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of Office of the Inspector General (OIG) intends to sole source to: Kherimba Facility Services 3333 West Kennedy Blvd., Suite 201 Tampa, FL 33609 The US Department of Health and Human Services (DHHS), Office of the Inspector General (OIG), has a need to repair the existing HVAC system to resolve heating and AC issues. The existing conference and evidence room within the Atlanta Office of Investigations suite does not receive proper heating and air conditioning due to configuration of the HVAC system. Kherimba Facility Services is the sole operations and maintenance (O&M) contractor for this particular facility, and are the only entity that can access the space where the control unit for the mechanical system is located. This involves an extensive understanding of the building's HVAC configuration, constant adjustments to the system, and maintenance of the building automation system (BAS). Any other mechanical contractors would require a significant amount of additional time to familiarize themselves with the building system, existing conditions, and standard operating practices used by Kherimba. This means Kherimba has all the technical and historical knowledge and documentation of work that has been completed in the past. This front end system resides in the building's maintenance shop, which can only be accessed by Kherimba and GSA Building Management. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement.
