The Department of Veterans Affairs, Cooperative Studies Program Clinical Research Pharmacy Coordinating Center requires the Installation and Basic IQ/OQ of three Cryogenic Storage Chambers to an existing liquid Nitrogen system. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-83, effective July 02, 2015. Per FAR 6.302-5 a J&A is not required for this award. a.The Contractor shall develop a complete design to not only replace the existing 2 ton HVAC systems currently located on the North side of the computer building with two (2) new 6 ton HVAC systems, but to also provide ducting throughout the lab area, server area and conference rooms to provide adequate cooling and heating in the entire space. The design will include modification to the existing suspended ceiling and possible relocation of some light fixtures. (Our reason for selecting the 6 ton units is that the metal building has very little to no insulation on the exterior walls. The windows throughout the building are single pane plexi-glass with virtually no insulation factor). b.The HVAC system shall be operated by one thermostat that will be located in the operations computer room. c.The contractor shall cap wall vents in the walls separating the spaces within the facility. d.The Contractor shall provide electrical support to disconnect the existing 2 ton HVAC units and reconnect the new 6 ton HVAC units. e.The Contractor shall also include in their design an HVAC system that will serve the four (4) offices on the west end of the facility. The system may contain one (1) condenser and four (4) fan coil units to provide cooling and heating. f.A fiberglass pad shall be provided for a condenser to sit on if it is required for the project. g.The contractor shall cap the vents which are located under the raised floor running from the lab and conference areas to the existing offices. The contractor shall also cap the floor vent located in the office. h.The contractor shall cap the wall vents in the wall separating the office spaces and the lab spaces. i.The Contractor shall provide new 208V electrical service to the West end of the building to power the four (4) new HVAC units in the offices. j.Testing and Balancing of the system after installation will be required. k.The Contractor shall provide detailed as-built drawings of the new HVAC layout. l. Design Documents: The contractor shall prepare a design package to include specifications, DA and Drawings for the Facility. The contractor shall show site location, Architectural, Structural, and Electrical Drawings for the project. Attached is a copy of the 01 10 12 Design After award Requirements for your reference. The Contractor shall submit a complete design package to include Specs, DA, and Drawings so USACE can then distribute for review which will be a 2 week period. The contractor will not be allowed to start work prior to having an approved design.

The contractor shall leave the existing 4 wall mounted cooling units in place and install 4 new cooling units that will meet the humidity and temperature requirements of the Library. Temperature requirements range from 55 to 57 degrees Fahrenheit. b. Contractor shall install a de-humidification system to maintain a humidity level of not greater than 30%. c. Contractor shall leave the existing condensers located outside of the facility in place and shall install new condensers to serve the 4 new cooling units. d. New Cooling units need to be tied into the existing Honeywell DDC controls. e. Contractor shall install new copper piping running from the new cooling units to the new condensers. f. Insulation shall be installed on all ductwork and piping where it is found to be damaged or lacking. g. Contractor shall install ducting where it is required to provide cooling/heating to the office areas. h. Contractor shall verify adequate power is available for the installation of the upgraded Cooling units. i. Contractor shall re-label the electrical panel to accurately identify the new cooling units. j. All disconnect switches shall be labeled to match the correct electrical panel. k. Contractor shall rebalance the system and provide the reports to USACE and DTRA. l. Operation and Maintenance manuals shall be submitted to USACE and DTRA and training completed before the project is closed out.

All work will be performed at the Pete V. Domenici Federal Courthouse located at 333 Lomas Blvd NW, Albuquerque, NM 87102. This procurement is 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) Code for this project is 238220, Plumbing, Heating and Air-Conditioning Contractors, the size standard is $15,0 Million. The magnitude of this construction project in accordance with FAR 36.204 is estimated to be between $250,000 and $500,000. Registration is required on the System for Award Management (SAM online at www.sam.gov) website. Lack of registration in the SAM database will make an offeror ineligible for award. All eligible and responsible sources may submit a proposal which shall be considered. Performance and Payment Bonds will be required following the contract award, pursuant to the Miller Act. A bid guarantee shall also be required from the winning contractor. To obtain a copy of the solicitation, firms must request the solicitation by submitting a one page letter on company letterhead.
